Two Extremes
  • Workplace 1
  • A workplace with no tools, equipment or
    facilities safety improvements
  • In order to be safe in this environment workers
    need to alter their behaviour to remain safe
  • Employers would have us believe this is possible
  • However
  • People make mistakes therefore, eventually a
    worker is injured. The more hazards the more
    injuries result.

  • A workplace with every tool, equipment and
    facilities constantly assessed for hazards with
    appropriate corrective action
  • Workers still make the same mistakes as before
    but far fewer injuries occur because the exposure
    potentials have been erased

CEP Method of Reducing Hazards
  • Identify, Assess, Control
  • Control takes three forms by this hierarchy
  • Control at the source
  • Along the Path
  • At the worker
  • BBS is but a very small portion of the HS picture

Unsafe act implies the worker was careless
because the worker has responsibility for the
act.

BBS as a corporate thrust
  • If forced to go with BBS try to ensure that two
    components are included
  • Hazard reduction
  • Anonymity
