Station Conway-Panama 230kV Line
- The Amite South Import (ASI) has typically been
approximately 2,100 MW during the summer
operating season. When generation in the Amite
South area is low, the WaterfordWillow Glen 500
kV line is usually the most severe contingency,
thereby defining the ASI. The import calculation
incorporates multiple operating guides, one of
which assumes a potential increase (using Dynamic
Line Rating (DLR) equipment) in the rating of the
ConwayBagatelle 230 kV line, under favorable
system and weather conditions. Recent studies
have shown that the ConwayBagatelle line is the
most limiting transmission line that establishes
the ASI capability. The potential benefit from
the use of DLR equipment on this line is no
longer adequate to maintain ASI capability at
appropriate levels. - Recommended Solution Build a new circuit from
Conway to a new 230kV switching station (Panama)
near Sunshine Substation. This circuit will be
approximately 10 miles long and should be
constructed using 1,780MCM ACSR conductor (1,605
Amps). The Panama switching station and a new
line bay at Conway will have to be constructed. - Estimated Total Cost 13.4M (1.59M for EGSI in
2004) - (8.66M for ELI in 2004)

Switching Station 500kV Line

- Power transfers from the Entergy system are
limited by the flow on the Franklin to McKnight
500kV line flowgate. Loss of this line causes
the underlying transmission system, particularly
the Little Gypsy to Madisonville 230kV line, to
become overloaded. - Recommended Solution Build a 500kV switching
station on the Daniel-McKnight 500kV line south
of Bogalusa. Build two circuits of approximately
11 miles each to a point on the Bogalusa-
Franklin 500kV line. Reconnect the system with
the following arrangement - Bogue Chitto - Daniel
- Bogue Chitto - McKnight
- Bogue Chitto - Bogalusa
- Bogue Chitto - Franklin
- This arrangement redirects approximately 620MW
of flow off of Franklin- McKnight, which in turn
lowers the post-contingency flow on Gypsy -
Madisonville by approximately 200MW. - Estimated Cost 50.5M (400,000 in 2003 for
engineering expenditures) - (6.23M 2004 for ROW)

- Entergys transmission system north of Lake
Pontchartrain is primarily supported from the ELI
230kV system between Willow Glen and Waterford.
Loss of the Franklin-McKnight 500kV line causes
overloads on the underlying transmission system,
primarily on the Gypsy-Madisonville 230kV line.
Adding another 230kV source from a location north
of Willow Glen reduces loading on the existing
system and improves load serving capability north
of Lake Pontchartrain and into south Mississippi. - Recommended Solution Build a 230kV line,
approximately 24 miles, from Coly to Hammond. - NOTE This line cannot be connected until the
Amite - Fernwood overload condition is resolved
and until the Hammond-Amite line is converted. - Estimated Cost 19M
- 400,000 in 2003 for engineering expenditures
- 2.1M ELI, 2.5M EGSI in 2004

10Amite(ELI)-Fernwood(EMI) LineUpgrade 115kV Line
2004-06
- The Amite to Fernwood 115kV line, located in
south Louisiana, north of Lake Pontchartrain,
extending north into southern Mississippi is 32
miles long. The section of line from Amite
Substation to the Mississippi state line is
approximately 17 miles and the section from the
state line to Fernwood Substation is
approximately 15 miles. This 115kV line,
constructed with 4/0 ACSR conductor, is part of
the Amite to McComb tie between ELI and EMI. - Single contingencies in Mississippi of
Brookhaven-Mallalieu or Mallalieu-Norfield in
2004 will cause overloads up to 27 on the
Amite-Kentwood-Colonial Pipeline-Fernwood line
segments. - Recommended Solution Rebuild the line with
1,272MCM ACSR conductor to obtain a line rating
of 261 MVA. -
- NOTE This project needs to be in place prior to
the Hammond-Amite conversion and the Coly-Hammond
230kV line. - Estimated Total Cost 15M for ELI EMI
- 7.7M for ELI (3.88M in 2004)

- The Hammond-Independence-Amite 115kV line, which
is constructed for 230kV and operated at 115kV,
is limited by the Hammond 230/115kV, 168MVA
autotransformer and an 800Amp circuit breaker at
Amite . This circuit overloads by 22 for a
single contingency loss of Franklin-McKnight
500kV and by 18 for the loss of
Bogalusa-Franklin 115kV line in 2004. - Recommended Solution Convert the
Hammond-Independence-Amite 115kV line and the
Independence 115kV substation to 230kV operation.
Install a 230/115kV, 400MVA autotransformer at
Amite and remove the autotransformer at Hammond. - Estimated Cost 7.4M (150,000 in 2004)

been frequent outages on the Chauvin Houma
Ashland Coteau 115kV line and the Houma City
of Houma 115KV line, causing this circuit to be
one of ELIs poorest performing lines. - Recommended Solution Install 3-115 kV breakers
along with associated bus and switches at the
Houma Substation. - NOTE Entergy has obtained a signed contract with
City of Houma to pay 1/3 of the total project
cost. - Estimated Cost 1.22M for ELI (610,000 in
2004) - 610,000 for City of Houma
