(NeGP)ISSUES RECOMMENDATIONS

2CONTEXT
- NeGP approved in May 2006 with a focus on
services through 27 MMPs including 11 State MMPs
and 8 Integrated MMPs - Main issues impeding progress of implementation
of MMPs identified in a review held by Cabinet
Secretary on December 7, 2007 - Scheme formulation, approval and implementation
of State MMPs observed to be slow and needing a
concerted drive - DIT directed to work out remedial measures in
consultation with Line Ministries and States - Issues elaborated and considered by all MMP
Mission Leaders and a few State IT Secretaries at
a Conference held on 3rd and 4th April, 2008 - Cabinet Secretary directed that outcomes of the
conference be presented for discussion at this
conference of Chief Secretaries of States - Thereafter, issues and proposed remedial measures
regarding NeGP implementation to be placed before
Union Cabinet for consideration

4ISSUE 1. GOVERNANCE STRUCTURE
- For effective implementation of projects under
NeGP, a focused decision making structure is
required - Recommendation is to create a two-level
Governance structure at Central Line Ministry - An Empowered Committee (EC) with specific powers
for overall guidance, policy and approval
framework - Project Mission Leader, Project e - Mission Team
and Nodal Officer(s) for Project Management
Implementation - States may consider a similar 2- level Governance
structure for State/ Integrated MMPs (i) EC
headed by Chief Secretary and (ii) Empowered
Project Team with Mission Leader
5ISSUE 2 . SPEEDY PROJECT DEVELOPMENT
- Many initial project development activities need
to be carried out before sanction of an
e-Governance project - Project development at pre-implementation stage
requires - Seed money to meet initial project development
expenses - Professional help to undertake project
conceptualization development - Recommendations made by the Conference
- Create a Project Development Fund (PDF) in DIT of
Rs. 100 crore for funding initial project
development expenses at Central Line Ministry and
State level - Use Consultants from DITs empanelled list or
engage consultants empanelled by NISG direct
contracting, limited tendering or open bidding
for small, medium and large consulting
assignments respectively - Use standard templates for project development
work DIT to develop - States may
- Use Central PDF/ Create State PDF for meeting
initial project expenses - Appoint Project Consultants using the Central or
NISG panel

6ISSUE 3. CAPACITY BUILDING
- Recommendations made by the Conference
- Set-up full-time Project e-Mission Teams (PeMTs)
by - Deputation of selected officials with suitable
incentives - Hiring professionals from market
- Wet leasing from reputed/ empanelled firms /
Consultancy Organizations on contractual basis - A similar approach may be adopted at the State
level to set up Project e-Mission Teams - CB Scheme already approved by GOI to establish
SeMTs - Long-term capacity gaps in Government and private
sector to be met by setting-up a National
e-Governance Academy
7ISSUE 4 . HR POLICIES
- Special HR policies for NeGP emerged as the most
important issue - Suggestions Government to adopt specific HR
policies to facilitate NeGP implementation - Amend the transfer policy to provide fixed tenure
for Project Leader and Nodal Officer
performance to be mentioned in ACR - Create dedicated posts of Project Nodal
Officer(s) at the Director level - Incentivize officials from within the Government
to work for NeGP - Delegate financial powers to Project Mission
Leader - DIT will prepare a proposal for consideration of
the Union Cabinet for adopting HR policy
specifically tailored to meet NeGP requirements
- State Governments may consider adopting similar
HR policy for personnel entrusted with
implementation of e-Governance projects
8ISSUE 5 . DESIGN AND DEVELOPMENT OF
STATE MMPs
- Key issues faced in conceptualizing designing
State MMPs need to clearly spell out roles of
Line Ministry at Centre and Line Department at
State - Line Ministry at Centre to consult States while
- finalising objectives and core scope, defining
Services and Service levels - framing technology and interoperability standards
along with DIT and NIC - Adopt best practices from States leading in
implementation of e-gov projects - States should have flexibility to choose agencies
for implementation SW, but NIC to develop
reference/ core application and make it available
to States - For Appraisal of State DPRs, Central Line
Ministry and DIT to - Identify use domain / subject specialists who
have specialized knowledge or have played a key
role in conceptualizing, designing and/ or
implementing comparable projects - Set-up Clearing House for appraisal of project
proposals and approval of DPRs using advice of
such domain experts
9ISSUE 6 . MANAGING PROJECT EFFECTIVELY
- Recommendations made by the Conference
- Bring specialized / professional project
management skills by setting up Departmental SPV
for large Central MMPs - Many States have setup a generic SPV/ Agency for
facilitating implementation of projects and to
address horizontal integration issues - PeMT at Central level for helping to manage large
and complex specific State MMPs like
Municipalities, Panchayati Raj etc. need for
SPV at Central level requires deliberation - Committee of State representatives and the Line
Ministry may examine - Need / benefits of establishing a
project-specific SPV at the Central level - Issues of ownership, constitution, location and
sustainability of the SPV - Existing accounting procedures for aligning them
with the current and proposed e-Governance and
emerging e-Services charge procedures
10IN CONCLUSION
- E-Service Delivery Platform consisting of SWANs,
CSCs (1 for every 6 villages)
State Data Centres will be ready in most States
by March, 2009 - Progress of implementation of MMPs in many States
a major concern - Need to expedite MMP implementation and start
some services quickly - Information, Form download e-submission,
Service Intimation, MMPs with full e-service
