Adaptation of CITL code

  • Add web service communications (tCERs and lCERs,
    notifications, STL communications)
  • Add functions to interact with STLs (routing and
    processing communications, reconciliation, data
    sharing)

    change)
  • Add ITL notification functions and running totals
