  • Lebanon fears muslim majority, Syria sees it as a
    backdoor recognition of Israel so no citizenship

  • hard-liners dont want discussion of exhange of
    Sinai for recognition
  • Increase in West Bank civilian settlements due to
    political pressure on Meir

    rather negotiate w/ Jordan
