GETTING STARTED Purposes of SIF 2 Grant
  • In December 2009, the NYS Board of Regents
    approved a reform agenda which emphasizes the
    NYSED commitment to dramatically improve the
    States lowest performing schools and creating
    new, innovative, high-quality education options
    for all students.
  • Awardees participating in the SIF 2 grant will
    contribute to goals of the Regents reform agenda.
  • The purposes of the SIF grants are to increase
    high school graduation, college and career
    readiness of high school graduates, college
    persistence, and college graduation rates by
    increasing the availability of new high quality
    seats for students at most risk for dropout,
    disengagement, and poor academic performance.
  • SIF districts partner with one Lead Partner or a
    Partner Consortium to launch a whole-school
    redesign of an existing school within a design
    framework.

GETTING STARTED Framework and Scope of Work
  • All of you selected the Community-Oriented School
    (Wrap-Around Services) Design Framework.
  • You have either selected one Lead Partner or a
    Partner Consortium (team of two - three external
    partner organizations).
  • Redesigned schools will enroll the first cohort
    of students in September 2013. A cohort must, at
    a minimum include one full grade level, with
    plans to phase in other grade-levels in out
    years.

GETTING STARTED November 26, 2012 Award Letter
  • NYS Comptroller did review and approve your
    proposals.
  • STO approves your FS-10 for 01/01/13 06/30/13.
  • STO sends FS-10 to NYSED Grants Finance Office
    and you will receive a final approval notice from
    them.
  • You are required to accept electronic payments
    for amounts due on the grant.
  • Staff in the NYSED School Turnaround Office (STO)
    will serve as your lead program office for
    project oversight, assistance, monitoring, and
    reporting.

GETTING STARTED Beginning the Preparation
Project Period
  • Submit by June 1, 2013, an FS-10 and updated
    workplan for project period two (July 1, 2013 to
    June 30, 2014). The FS-10 and workplan for
    project period two must be approved by NYSED
    prior to continued funding approval.
  • Submit by June 30, 2013 final MOUs to be approved
    by NYSED prior to receiving any funding for
    project period two.
  • Submit by June 30, 2013 an explicit performance
    agreement to be approved by NYSED prior to
    receiving any funding for project period two. The
    performance agreement will include quarterly and
    annual metrics, and benchmark indicators of
    success.

NEXT STEPS
  • Check to see if you have received your NYSED
    Grants Finance Office approval letter.
  • If you did not already do so, email Barbara
    Moscinski your Leadership Team Form.
  • If you did not already do so, email Barbara
    Moscinski your preferred dates and times for the
    Part Two Orientation session during February
    25-28 in Albany.
  • Sign up for electronic payment, as required per
    your November 26, 2012 award letter.
  • To have your redesigned school with the first
    cohort of students enrolled in September 2013,
    continue to work on your design framework with
    your Lead Partner(s)/Partner Consortium and all
    other necessary district and school staff.
  • Work with your Lead Partner(s)/Partner Consortium
    on your MOUs due June 30, 2013.
  • Work with your NYSED liaison on your performance
    agreements due June 30, 2013.
  • Schedule a spring visit with your NYSED liaison.
  • When you are ready to access funds submit FS-25
    forms. The fiscal guidelines for submitting
    FS-25s are found at http//www.oms.nysed.gov/cafe/
    guidance/guidelines.htmlforms. The SED
    policy for submitting FS-25s is found at
    http//www.oms.nysed.gov/cafe/guidance/payments.ht
    ml. FS-25s are received and processed by the
    Grants Finance Office. If you need to reach that
    office please call 518-474-4815 or email
    grantsweb_at_mail.nysed.gov.
  • As you get closer to June 1, 2013, prepare the
    FS-10 and updated workplan for your Yr 1
    Implementation Period (July 1, 2013 June 30,
    2014).
