NIGERIA S RESPONSE TO COUNTERTERRORISM
WEAK AND INEFFECTIVE
  • initiating negotiations with Boko Haram
    intermediaries
  • declaring a state of emergency in three states
  • Increasing military presence in the north Joint
    Task Force (JTF)

3
NIGERIA S RESPONSE TO COUNTERTERRORISM
The Joint Task Force
  • The Joint Military Task Force (JTF) was created
    in July 2011
  • The JTF has received much criticism over its
tactics, with their approach raising concerns
    over human rights.
  • Destruction of property, extrajudicial
executions, and public assaults against women and
children are just some of the regular tactics
    used by JTF forces.
  • Many of the investigations held by the JTF are
led with violence, rather than being
    intelligence-led.
  • Their strategy entails the cordoning off of
areas, carrying out house to house searches,
arresting and at times shooting young men, whom
they speculate have ties to Boko Haram.

INTERNATIONAL RESPONSE
United States Intervention
  • On 24 December 2012, the US Department of Defense
announced plans to dispatch small military teams
in 2013 to Nigeria in response to the Boko Haram
    threat.
  • The troops were not sent to conduct operations,
but to train and equip Nigerian military
    officials.
  • However, despite the intervention, a
    counterterrorism strategy is further complicated
due to systematic problems within the Nigerian
    government.

5
CONCLUSION WHAT CAN BE DONE?
  • It remains to be seen what policies will be
implemented in order to enforce an effective
    counterterrorism strategy against Boko Haram
  • Rather than effectively addressing the uprising,
Nigerias current emphasis lies in violence and
militarization in order to act as security,
however, these acts are far more repressive than
    effective.
  • If Nigeria wants to fix the problem, political
leaders need to initiate real economic, social
and political changes within the government
    itself.
