What is Title V - SCSEP?
  • Federally funded community service and work based
    training program for older workers
  • Authorized by Title V of the Older Americans Act
    (OAA)

MAJOR SCSEP GOALS
  • Foster individual economic self-sufficiency
  • Promote useful part-time opportunities in
    community service activities (subsidized)
  • Increase no. of persons who may enjoy benefits of
    unsubsidized employment in both public private
    sectors.

Sense of Congress (from OAA)
  • (1) .was established with the intent of
    placing older individuals in community service
    positions and providing job training and
  • (2) placing older individuals in community
    service positions strengthens the ability of the
    individuals to become self- sufficient, provides
    much-needed support to organizations that benefit
    from increased civic engagement, and strengthens
    the communities that are served by such
    organizations.

SCSEP Earn Learn
  • Paid work experience/training for low-income
    persons, age 55 , who have poor employment

    jobs, in Not-for-Profit (NFP) agencies (host
    agencies)
  • Participants work 20 hours per week earn
    minimum wage (7.25) while gaining work
    experience
  • Participants train as receptionists, typists,
    secretarial assistants, nutrition aides, security
    guards, maintenance workers, van drivers and more
  • Fringe Benefits annual physical, workers comp,
    FICA
