Accreditation Committees
  • Five major field
  • science and medicine,
  • engineering and built environment,
  • Information technology and multimedia,
  • arts and humanities,
  • the social sciences
  • The functions of the committees
  • to evaluate and analyse programme accreditation
    reports
  • to make decisions on an HEPs application for
    Provisional or Full Accreditation of programmes
    and qualifications and
  • to grant, refuse, maintain or revoke Provisional
    Accreditation or Full Accreditation of programmes
    and qualifications

Institutional Audit Committee
  • An Institutional Audit Committee has the
    following functions
  • to evaluate and analyse institutional audit
    reports
  • to determine the state of academic health of
    institutions of higher education
  • to recommend the awarding of, or otherwise, an
    institutional self accreditation status and
  • to make recommendations for the maintenance,
    suspension or revocation of self-accreditation
    status.

The Equivalency Committee
  • Specialize for those originating from outside of
    Malaysia, whose level in the MQF is unclear and
    needs to be determined.
  • The Equivalency Committee has the following
    functions
  • to receive and analyse equivalency assessment
    reports of programme and qualification and
  • to make decision on the equivalency of
    qualifications for their placement in the level
    of qualifications in the MQF.

The standard committee
  • Consisting of experts in the various disciplines
    of study. The members of the committees come from
    the academe, professional bodies and industry
  • The Standards Committees have the following
    functions
  • to develop and review the guidelines, standards
    and criteria for programme accreditation and
    institutional audit
  • to develop and review standards for specific
    disciplines and
  • to develop and review guides to good practices

  • Skills Programme and Qualifications
  • Programme and qualifications based on skills by
    Department of Skills Development, Ministry of
    Human Resource
  • Non-skills will be processed by MQA and evaluated
    by peer experts

  • Examines the effectiveness of the quality
    management systems used to manage the
    institutions core functions (policies,
    processes, practices and reviews)
  • Audits are about accountability and development
    (CQI)
  • Types comprehensive /thematic, maintenance.

3. Certification -Self Accrediting Inst.
  • Purpose road map to institutional autonomy on
    academic programmes
  • Process Invitation by Minister of HE
  • (eligibility criteria), HEP submits application,
    subject to full institutional audit.
    Certification is revocable
  • Effect exempted from programme accreditation.
    Apply to register programmes as accredited.
  • External check Subject to institutional audit
    once every 5 years.

    Malaysia
  • Registry of assessors
  • Serves to
  • enhance public confidence of higher education

  • facilitate credit transfer, mobility and
    recognition

Programme Accreditation
  • A programme is accredited by HEP fulfilling the
    quality assurance standards (S. 2 COPPA)
  • QA standards in 9 areas-all Benchmarked
    Standards (must have) must fulfill all
    Benchmarked Standards.
  • specific level in Malaysian Qualifications
    Framework- level, 8 domains of Learning
    Outcomes and credit
  • the relevant Programme Discipline Standards
  • the relevant Guide To Good Practices-e.g. Open
    Entry, Post Graduates, Distance Learning (if
    relevant)

Approval of Programmes by MOHE-steps
  1. An established HEP applies to MQA for provisional
    accreditation to obtain the certificate of
    minimum quality requirement (CMQR)
  2. The HEP submits CMQR to MOHE to support
    programme approval
  3. Once the HEP obtains formal approval and the
    programme commences, MQA will issue Provisional
    Accreditation certificate.
