• hoaxes, crank calls
• Non-initialized devices
• Unauthenticated access
• Unauthorized calls

Alternative

• Many of the PSTN unauthenticated calls due to
  tying call charging and authentication
• may want to solve
• Can imagine systems that provide authentication
  (identity) without ability to place normal
  calls
• by (former) provider
• emergency-only provider (including governments or
  NGOs)
