The proposed initiative East-West Window PLUS
aims at improving territorial cohesion of the
Baltic Sea Region (BSR) by tackling East-West and
Rural-Urban divides through better connecting and
sharing existing resources and potentials of
urban and rural areas encouraging sustainable
growth and improving the quality of life within
the Region.

The PLUS initiative is based on the
recommendations of the East West Window (EWW)
project (Grant Contract for EC External Actions
2007/132-845), which identified three aspects
and needs of building rural-urban balanced
relations (1) Development of urban-suburban
cooperation. The development inside the
metropolitan areas and agglomerations, i.e.
between big cities and their surrounding areas,
needs to be accompanied, managed and planned in a
proper way in order to avoid major conflicts and
uncontrolled growth of cities into the suburban
zones, especially at the expense of nature areas
and less favoured settlements. (2) Development
of rural areas. Rural areas more remote from
growth centres need to be supported through
development alternatives within and especially
outside agriculture, diversification of functions
and flexible solutions to basic social services
adjusted to low population density. (3)
Development of urban-rural cooperation and
partnership in a larger context. In order to help
rural areas make better use of development
advantages in the large cities, there is a need
for concepts and practical solutions on
urban-rural partnerships to be developed, tested
and implemented these solutions should be
adapted to the specific territorial conditions of
NW Russia. The EWW PLUS Initiative is strongly
supported by RF Ministry for Regional
Development and was initiated within Russian
VASAB Presidency .
