• Does obtaning an ICC via self-study mean added
  value for Sea Scouting?
• A majority says yes, but for the moment
• Each country has own regulations
• There are different aims across the region.
• The needs differ depending on the water
• Other reasons
• If training is recognized it raises the status of
  scout training
• Saves money on getting licenses

• 2. Do Sea Scouts need to obtain a recognized
  European Sailing License (ICC)?
• In the future yes
• But the feeling is that there must be different
  licences that require different skills dependent
  on the type of water
• Motivation
• For the moment not needed in some countries or
  for small boats
• Needs vary considerably based on geography and
  country

• 3. Should there be a uniform Sea Scout training
  program to obtain an ICC?
• Is is not possible to use a single training
  program acrose the Region because boating
  conditions differ considerably
• We must be aware that an EU directive will
  probably come and we should be prepared for it

• 4. Who will create the program ?
• 5. If such a program is developed and it conforms
  with ECC regulations and is approved by the
  majority of European Sea Scout federations, who
  should take action for official recognation?
• 6. How can we convince the authorities of
  examination quality and assure the authorities
  that they will guarantee continuing quality?
• Since we do not have agreement on a uniform
  European Sea Scout training program, these
  questions are irrelevant

• In the mean time the following work must be done
• Organize a working group that will monitor the
  development of EU regulations
• This working group must be proactive
• Lobbying may become important
• The WG must regularly report via Euronaut
• Support from the European office will be needed
  later
