  • The G6 (CIO) integrates, manages, and provides
    operational oversight for the Division C4I
    architecture ensuring the availability,
    reliability, and security of voice, video and
    data networks supporting robust, adaptable, and
    durable C2 capabilities for the Commanding
    General and subordinate U.S. and coalition
    commanders

DNOSC
(DIVISION NETWORK OPERATIONS SECURITY CENTER)
The Division NOSC, under the direction of the
Division G6, has overall responsibility for
establishing the division information network and
provides the operational and technical support to
all of the Division signal elements in its AOR.
The Division NOSC performs the NetOps activities,
functions, and tasks required to quickly shift
priorities in order to support the Division
Commanders intent.

Orders (TSO) -Must change to reflect modularity

they (the Commanders) can still choose to listen
to the S6/G6.or not Warfighters want to Train

we not see more of our senior Signal Corps
leaders? We want to see and talk, and show what
the Soldiers are doingbut only so much can be
seen over Breeze or a VTC What do we tell our
junior officers? At 101st, we tell them to do
the best damn job they can.and to do their best
to seek a variety of jobs. They see the G6
having fun.they see some S6s having fun..but
they feel the Board still sees the Company
Commander and S3/XO as the key jobs to lead them
to success. What are we telling the Signal Corps
board representatives? And who are they? Has a
G6 sat a board yet? Will a G6 be selected for
Bde Cmd? Will a S6 be selected for Bn Cmd?

How Do We Get to the Objective State?
First, and foremost, come to a consensus on
required resources (personnel, equipment, and
money) The 101st Abn Div (AASLT) personnel
recommendation Current MTOE authorizations
PLUS One GS-12 Info Assurance Manager CND is
critical and must be treated as such continuity
and in-depth experience in support of the
Division and all subordinate units One GS-11 IT
Specialist TCO/IMO to provide continuity for
these garrison-based functions Four GS-9/11
System/Database/Web Administrators Provide a
bridge during military personnel turn-over
provide continuity over time and support to the
Division/Brigade COOP while Soldiers are
deployed maintain the Divisions electronic
staffing mechanisms provide skills the Army does
not train (Database and Web Management) GS-13
Battle Command Integrator/Knowledge Management XO
(4ID model) Serves as the primary Staff officer
for KM and integration/synchronization of
ABCS/Battle Command/Sustainment Systems (works
for G6 on behalf of the CG/G3) The 101st Abn Div
(AASLT) equipment recommendation Battle Command
Common Services (BCCS) fielding as it currently
stands includes Exchange, Portal, and gtgtgtgt BCCS
fielding modified to include NIPRNET core service
requirements (e.g. Tumbleweed, Exchange,
Portal/Collaborative Tools, Storage Area Network
(SAN), Blackberry, etc) these items are not
currently funded/deemed necessary ALL associated
licensing The 101st Abn Div (AASLT) fiscal
recommendation If the above two recommendations
are met, the amount of money spent by the normal
Div G6 will be greatly reduced Estimate
approximately 10M/year to allow for lifecycling
of hardware

How Do We Get to the Objective State?
Second, listen to the Warfighters and invest
money where it is needed The 101st Abn Div
(AASLT) fully supports, in line with CG, FORSCOM,
the single-DOIM concept. However, the Division
must be able to operate daily with its core suite
of services on both NIPR and SIPR, and must be
able to extend TS-SCI to brigade-level as a
minimum. Without improving quality of service,
the single DOIM will not succeed. On posts
hosting a Division or Corps, the G6 should serve
as the DOIM (with appropriate staffing) Use
Regional Support Centers/Area Processing Centers
(RSC/APC NIPRNET Email and SIPRNET Email can be
moved to an RSC/APC, but only with the
provisioning of virtual Domain Controllers with
the Division and/or Brigade to allow for local
log-in/authentication and only if the servicing
center understands fully the operational
necessity of connectivity and understands the
priority of effort/users provisioning LNOs from
the Division to the RSC/APC and vice versa may
help. Collaborative tools and portals on both
NIPRNET and SIPRNET must be located forward with
the Division/Brigade due to the latent nature of
satellite communications however, the RSC/APC
can provide a COOP capability for the deployed
force and an access point for the Rear
Detachment/Mission Support Element and Family
Readiness Groups. Battle Command and Sustainment
tools (e.g. ABCS, BCS3, etc) must be located
forward with the Division/Brigade to ensure their
accessibility regardless of status of the
reach-back communications links the RSC/APC can
assist in the engineering of the feeds from
higher to lower, and from garrison to deployed
locations. Improve the infrastructure and
physical security state of ALL DF installations
must be able to provide the services to the
Commanders, but cannot do so without the proper
fiber/WIMax connectivity and bars/locks on the
doors.

Issues and Hurdles (To Date)
  • For the 101st Abn Div (AASLT) Two DOIMs (Ft
    Campbell and Ft Lee) and a Regional CIO DOIMs
    are NOT decision makers, so any coordination
    effort ends up being lengthy (minimum of 14 days
    has been the norm)
  • Documentation Creep Every time we get the
    last document done, another requirement pops up
    or another review is required
  • Global Address List (GAL) The CG must be able
    to see the _at_CONUS (and MNC-I, and OEF, and
    others) GAL, and _at_CONUS users must be able to see
    us
  • .CSVs are not a viable solution
  • Synching with individual DOIMs is not a viable
    solution (too much chance for duplicates)
  • A FORSCOM repository for DF units is the best
    solution
  • Trusts Although we share concerns, the use of
    Trusts for DF domains is deemed critical (e.g.
    Single Sign-on CG/Cdr COP transiting across the
    AOR)
