Major Findings
  • Developing and Issuing Policy
  • No systematic formulation of DoD goals and
    objectives for international education.
  • No well-defined mechanisms for communicating
    policy
  • No systematic measurement of performance
  • Sharing of Information Among Institutions
  • Tends to be compartmentalized within the
    organization
  • Sharing both vertically and horizontally can be
    improved.
  • Alumni Programs
  • Mostly ad hoc--when done at all.

18
Recommendations
  • USD(P) should take the lead in developing an
    OSD-wide systematic approach to determining
strategic goals and objectives for international
education and in developing a strategic plan to
    achieve those objectives.
  • USD(P) should ensure that selection of countries
to be asked to participate in DoDs international
education programs be based on those countries
that are of highest importance to national
    security.

19
Recommendations(Continued)
  • Strategic goals and objectives should be
    distributed throughout the international
education community so that lower level goals and
objectives support the strategic goals and
    objectives.
  • A system should be established to share
    information among DoD educational institutions.
  • USD(P) should develop a strategy for maintaining
    relationships with alumni.
