Swine Program Standards
  • Pork Industry Identification Working Group
    (PIIWG)
  • Developed the Swine Program Standards
  • Enhances the current mandatory system that has
    been in place since 1988
  • Submitted to the Animal ID Subcommittee and USDA
    as an industry accepted method for meeting USDAs
    requirement of a 48 hour traceback.
  • PIIWG approves changes to Standards

Implementation
  • Swine Identification Implementation Taskforce has
    been formed
  • Includes a cross section of the swine industry,
    State and Federal representation and members and
    staff of NPPC and NBP
  • Primary goal is to direct the implementation of
    the Swine Program Standards in an overall Swine
    ID Plan
  • First meeting was in December of 2005

  • Definitions
  • Swine Production System
  • A swine production enterprise that consists of
    multiple sites of production i.e., sow herds,
    nursery herds, and growing or finishing herds,
    but not including slaughter plants or livestock
    markets, that are connected by ownership or
    contractual relationships, between which swine
    move while remaining under the control of a
    single owner or a group of contractually
    connected owners. (9 CFR 71.1)

  • Market Swine
  • Inside the Production System (other than
    slaughter)
  • Official Identification Methods
  • PIN production records
  • Easiest method
  • GIN production records
  • Used if reporting is required
  • PIN and GIN can be used by producers in a Static
    (All in all out) or dynamic (continuous flow)
    System regardless of size of operation.

  • Market Swine
  • Outside the Production System (other than
    slaughter)
  • Must use an official identification method
  • Official PIN Tag w/ Production Number
  • Official AIN Tag
  • Ear Tattoo bearing PIN of premises of origin
  • Electronic ID (RFID) w/ AIN
  • Tattoos (ear or flank) swine registry number
  • Ear Notching purebred registry number
    (transitional) Official Metal Tags (transitional)

  • Show Pigs
  • Are considered outside the production system
    because they are routinely commingled.
  • Will require an AIN Tag to show
  • Efforts will be made to make sure that 4H and FFA
    tags are compliant
  • Includes pigs in terminal shows

  • 1st point of Concentration for Slaughter
  • Market Swine
  • Regardless of official identification method on
    the animal
  • Bill of lading must have Premises ID number of
    last premises.
  • Swine receive individual slap tattoo (same as
    current requirement)
  • Owner, premises ID and tattoo numbers kept in
    company records

  • Producer is responsible for recording

  • Numbers of head moved
  • Date moved
  • Group / Lot Number
  • When moving within a production system
  • AIN
  • When commingled outside a production system
  • Producers is responsible for reporting
  • As required currently by law
  • When requested by animal health authorities for
    disease investigations

Challenges
  • Mandatory vs. Voluntary
  • Industry supports a mandatory system that is
    publicly funded.
  • Database
  • Industry supports a state held system that does
    not add additional costs to producers.
  • Recording and Reporting
  • Industry supports movement data to be captured
    and maintained by producers, production systems,
    and markets and then reported when required.
