• Human security has emerged as one of the key
  organizing ideas in international relations

Key Track Tasks

• To develop a more coherent valid concept of
  human security that underpins both policies
  analysis
• To underscore the close links between global,
  regional, national, and local levels in the
  analysis of human security appropriate policy
  responses
• To develop a concise typology of the most
  vulnerable groups and explore what kinds of
  threats to human security are most common to each
  of these groups
• To develop more effective means to protect people
  against insecurity

Conceptual Challenges

• Moving beyond Freedom from fear versus freedom
  from want debate
• Identifying both protection (top-down) and
  empowerment (bottom-up) strategies
• Strengthening peoples ability to act on their
  own behalf is also instrumental to human
  security. (Report of the Human Security
  Commission)

Focus Areas

• Identify ways to help implement the proposals in
  the ICISS Report and the Report of the Human
  Security Commission
• Identify ways to involve various stakeholders in
  the implementation of these recommendations
  build on existing networks
• Focus on most vulnerable groups in international
  society (women, children, aboriginal communities)
  and identify ways to reduce their vulnerabilities
  (e.g., via strategies of empowerment)
