New Features of Basic Pay

• Linked to job evaluation scheme
• Will consist of 8 Pay Bands
• Nationally agreed evaluations of common jobs to
  support transition
• Scope for additional performance rewards

Pay Progression

• Some Incremental Progression within a Pay Band.
• Proposed gateways in each pay band which
  recognises acquired skills.
• Gateways vary but all bands after year one.
• Basic Pay and Progression linked to the
  Knowledge Skills Framework

Other Pay Elements

• Flexibility to recognise regional cost of living
  pressures, i.e. South East
• Recruitment and retention premia for specific
  staff groups to be applied at national or local
  level and could be either short term or long term

Unsocial Hours

• Harmonisation of Unsocial Hours Payments
  defined as work after 7pm and before 7am plus Sat
  , Sun and bank holidays.
• Fixed percentage enhancements based on average
  unsocial hours worked Bands 1-7 up to 25 .
• Supports flexible working and self rostering
• Rationalisation of on call and standby payments.
  Up to 9.5 allowance payable

Other Terms Conditions

• Standard working week 37½ with protection for
  those who work less at present.
• Standard overtime rates time and a half, double
  time on bank holidays.
• Standard annual leave entitlements 27 days, 29
  days and 33 days. Plus 8 bank holidays.

Implementation

• Agreement reached at national level.
• Trade Unions consulting with members.
• Early Implementers selected and up and running
  before the end of this financial year
• Full implementation by 1 April 2004 but some
  slippage possibly until October ?
