Background

• The NUFU Programme dates back to 1991
• Financed by the Norwegian Agency for Development
  Cooperation (Norad) and administered by the
  Norwegian Centre for International Cooperation in
  Higher Education (SIU)
• One international conference has been organised
  in every five year period the last one in
  Kampala, Uganda, November 2004
• We are in the middle of the fourth programme
  period in the NUFU Programme
• Time for taking stock and looking ahead, even
  beyond 2011

Status in the NUFU Programme

• Increased activity in the fourth programme period
• Three additional (2.2.) agreements to the main
  NUFU agreement, one of them with a Norwegian
  Embassy as contract partner
• Programme activities related to Norwegian
  political priorities Natural resource management
  in Tanzania, Capacity building in Sudan and
  Womens Rights and Gender Equality
• Total financial frame of NOK 400 mill (USD 57
  million)
• New possibilities for twinning of funds with the
  NOMA Programme (and Norad's Programme for Arts
  and Cultural Education)
• The NUFU Programme will be subject to an
  evaluation in 2009 (by Norads evaluation
  department)

Basic principles in the NUFU cooperation

• Project cooperation based on cooperation
  agreements between institutions
• Partnership model
• Equal partnership
• Mutual benefit
• Anchoring in the leadership of participating
  institutions
• Research and education with capacity building
  at South institutions as main objective
• Twinning of funds basic costs covered by the
  institutions project costs covered by NUFU funds

18 years with the NUFU Programme what has been
achieved?

• Some examples - over the total period
• 300 long term cooperation projects
• At least 400 PhD candidates completed
• At least 1100 Master candidates completed
• NUFU Final Report 2002 2006
• 2310 scientific publications 1259 in refereed
  journals
• 84 new Masters and/or PhD courses/programmes
• 45 women among completed Masters candidates
• 24 women among completed PhD candidates

18 years with the NUFU Programme does it make a
difference?

• Knowledge generation relevant to national
  development and poverty reduction in partner
  countries
• Increased competence for research and research
  based education in universities in the South
• Exposure to international research environments
  for researchers from the South
• Increased regional cooperation between
  universities in the South
• Increased ability to attract other research
  funding
• Increased internationalisation at institutions in
  the South and in Norway

The University of Malawi a new and strong
partner in the NUFU Programme

• The University of Malawi was included in the NUFU
  Programme through a separate agreement with the
  Norwegian Embassy in Lilongwe in 2003
• Funding for three projects 2003 2007
• UNIMA submitted 11 proposals for support from
  NUFU in 2002
• 5 projects were supported 2007 - 2011
• One application submitted for the NUFU Womens
  rights and gender equality call in 2008, the
  project was supported
• A pleasure for SIU to organise this conference in
  close collaboration with UNIMA
