16Capacity Building
- Four stages of development can be defined for
which the capacity building needs are very
different - Stage 0 Countries with no awareness of maritime
services. - Stage I Countries with little or no services,
limited resources, but recognize their needs - Stage II Countries with some infrastructure,
resources and good knowledge of met-ocean
requirements and limitations. These countries are
capable to implementing SPA Systems - Stage III Countries / Regions that have high
level infrastructures, resources and RD
activities. Capable of developing the next
generation of JCOMM services and products through
innovations (e.g. graphic products, ecosystem
models, etc)

20The rapid rise of Operational Ocean Forecasting
Systems (OOFS)
- JCOMM has a functional community working towards
full integration of OOFS - OOFS is always now on the agenda at SPA meetings
(MAES, MSS, SI, WS) - There is a clear and growing user requirement for
OOFS outputs - Especially graphical forecasts of currents,
surface drift and all information for emergencies - The OOFS is the integrator of JCOMM and have a
pivotal role to play in the future of JCOMM

22Future of IGST Operations
- A new ET for OOFS within JCOMM-SPA
- Planned for several years but not required as
OOFS not mature and GODAE IGST was functional - Now that GODAE will end there is a need for an
ET-OOFS and an overlap period with IGST - High level support from Co-Presidents
Secretariat - Formal recommendation by the OOFS Rapporteur that
OOFS need an ET rather than a Rapporteur - An ET-OOFS could be agreed at annual JCOMM
Management Committee meetings (in December). - Will be presented for approval and endorsement at
JCOMM MAN VI, December 2007 - Seek approval of the IGST that this is a good way
forward.
23Future of IGST RD
- The RD component should be managed as a
Scientific group similar to the IICWG that feeds
in to the formal JCOMM ET-Sea Ice group - Mechanism well established and effective
- The IGST members should remain doing the science
- One option is to for IGST to be part of the IOC
Ocean Sciences Working Group on Marine Modelling - This was proposed by Neville and Albert (last
IGST) and endorsed by IOC Executive Council (June
2006) for inclusion in the next medium-term
strategy, 2008-2013 - Dexter Fellous suggest new joint WCRP/CAS/JCOMM
WG - Seek approval from the IGST that this is a good
way forward
24ET-OOFS Whats in it for IGST?
- JCOMM ET-OOFS provides a formal UN process
supporting 180 Member States - For JCOMM, the integrating framework of the OFS
is essential and is a missing component - Excellent opportunity for IGST to demonstrate
transition into operational systems and
promulgate the OOFS case (products and benefits) - ET-OOFS is a natural progression for the IGST
it will provide operational transition and
stability for OOFS at the International level - This is the only route to Internationally
recognised and integrated operational services - These require management of standards,
observation requirements, symbology, terminology,
dissemination, products etc. - i.e. tasks currently within the remit of IGST
- Propose to convene an initial ET-OOFS meeting in
2008 coincident with GODAE Symposium - IGST need to consider whether we can do this
without detracting from the final Symposium

- A forum and close dialog between leaders working
with MetOcean products and services - private and public maritime application
industries, system and service providers, marine
scientists and engineers to improve communication
and mutual understanding - Explain what operational oceanography has to
offer and listen to what people need in industry. - Need IGST member support and welcome financial
contributions (short of 50K USD)
26Summary
- JCOMM provides overall governance of standards
for operational oceanography - GODAE has greatly assisted the development of the
SPA that should continue in a formal manner
- Propose a new ET-OOFS to transition GODAE into
the International Operational JCOMM system - Propose an IGST RD group closely related to the
ET-OOFS - Request IGST to endorse this approach and to work
together with the JCOMM SPA ET-OOFS - To be endorsed at the JCOMM MAN VI Meeting, 3-6th
December 2007.
