2Our aim is a system where all young people are
prepared by their education to succeed in life
- A world class system
- All young people continue in education or
training until at least the age of 18 - Achievement levels match participation levels
- The link between deprivation and low achievement
is broken - Raising the participation age while raising
attainment for all, requires - Better curriculum choices, pre- and post- 16, so
that all are engaged and stretched to achieve - Mastery of the basics for all
- The right support and guidance for all
- A system built around the young person
3Participation is now on the way up
4More young people are achieving level 2
qualifications year by year
5But we need to get much further
- The proportion of 19 year olds with L2
qualifications is 71.4 - up from 66.3 two years ago
- but we aim to get to 85 by 2013
- The proportion of 16-18 year-olds who are NEET
- has just fallen back again from 10.9 to 10.3...
- but we aim to get to 8 by 2010
- Participation among 17 year olds has risen
- from 73.8 in 2004 to 77.5 in 2006
- but we were aiming to get to 90 by 2015
- and now looking at raising the participation age
to 18 - The new curriculum and qualifications are key to
future success
6The new secondary curriculum provides major new
opportunities
- Reduced prescription more opportunities for
teachers to use their professional judgement
about what and how to teach - Slimmed down programmes of study and a renewed
focus on underlying concepts and skills - Improved coherence links made explicit across
and between subjects - Greater personalisation time and space for
catch up and stretch - New emphasis on personal and life skills
- The new programmes of study have been widely
welcomed and models have been developed to show
fit of KS4 with Diplomas
7The design of a new integrated system of
curriculum and qualifications is on track
- The Foundation Learning Tier is developing new
units and qualifications to offer new pathways to
level 1 and beyond - The new functional skills have been developed and
trialled, with 1000 centres piloting now, with
inclusion in Diplomas from 2008 and in GCSEs and
Apprenticeships in 2010 - Accreditation of the first 5 Diplomas now
complete. Content for the second 5 published. - New assessments announced at A level 4 modules,
more synoptic, backed by A with a new extended
project at level 3, mirroring the Diplomas
extended project - Extended project now being piloted 200 centres
2,000 students
8We are in good shape for first teaching in 2008
- The Gateway process has been successful 149
consortia in 100 LAs identified to teach Diplomas
from 2008 - Every consortium has had a support pack and
resources to enable delivery or support
preparatory work - Effective practice is spreading across the
country over 140 LAs have undertaken learning
visits to leading pathfinders - Resources in place 110m earmarked in DSG
special grant will be used to support Diploma
delivery - The workforce has been trained for the 2007
functional skills pilot - Workforce development materials and training
programme for 2008 delivery has begun positive
early feedback - Meanwhile, there is progress across the country
every LA has a 14-19 partnership and prospectus,
backed by 15m of support
9And there is much more still to do
- But, to deliver on our vision, we must
- Complete design of all 14 Diploma lines
- Complete development of additional/specialist
learning - Complete and learn from the functional skills
pilot - Learn from the pilots of the extended project
- Continue to learn every day from the early years
of the Diploma and refine the qualifications in
the light of what we learn - Gateway 2 this time for 10 lines must be
equally rigorous - And we should continue to control roll out
carefully - But the task is a national entitlement for every
14-19 year old everywhere to all the new
elements of curriculum and qualifications not
only Diplomas - So we must continue to support partnerships
across the country to solve problems and share
their solutions
10We now have the chance to transform opportunity
- So, in summary a lot done and a lot to do
- This year is crucial
- The September Guarantee
- The new National Curriculum programmes of study
- The first full teaching of functional skills
- Preparation to deliver new Diplomas and NC
training the workforce, supporting partnerships - Legislation on raising the participation age to
give us even greater impetus - The system can offer young people more than ever
before on the way to transformation
