Title: certainty and continuity of provision, price, conditions

1
Victorian Geospatial Information
Strategy(VGIS)first draft briefing
  • Government On Line Group
  • 14 September 1999

2
VGIS Context
  • Strategy for the period 2000-2003
  • Victorian geospatial information strategy -
    applicable to State government, but
  • relevant to whole Victorian geospatial
    information industry

3
VGIS Context
  • Departmental endorsement September 1999
  • Whole of government endorsement (Cabinet) early
    2000
  • Extensive consultation period up until end 1999
  • Seeking the involvement and commitment of a wide
    range of participants

5
Vision
  • All Victorians will access and use the geospatial
    information they require

6
Objectives
  • maintain and develop a comprehensive geospatial
information resource - the infrastructure and
  • drive, to the fullest extent, the value and
capability of this resource - the benefit

7
Strategies
  • Framework Information
  • Key Business Information
  • Custody
  • Metadata
  • Access Infrastructure
  • Pricing
  • Spatial Accuracy
  • Awareness

8
Framework information Key Business information
  • Relationship of Framework Information to Key
    Business Information is fundamental
  • Framework information consists of the basic
    elements
  • Key business information are components and
    complete structures

9
Framework Information
  • Framework information is the base for VGIS
  • Geodetic control
  • Address
  • Cadastral
  • Transport
  • Administrative
  • Elevation
  • Hydrology
  • Imagery

10
Framework Information
  • Objectives
  • acknowledged framework role
  • single best available data
  • solid information platform for Victoria

11
Framework Information
  • Outcomes
  • secure and maintained GI platform for Victoria
  • published quality standards for all Framework
    Information
  • published plan for custodians to, where
necessary, upgrade to required quality standards

12
Key Business Information
  • Key business information capitalises on framework
    data benefit and
  • Engages key stakeholders
  • Natural resources
  • Planning, regulatory/strategic
  • Socio-economic/demographic
  • Transport
  • Water utilities
  • Energy utilities
  • Telecommunications
  • Financial

13
Custody
  • A custodian is responsible for a dataset
  • Custodians become partners in VGIS
  • Clear custody
  • sets scope
  • eliminates data duplication
  • specifies single best data
  • provides certainty
  • Custody roles underpin VGIS

14
Custody
  • Outcomes
  • custodians identified, with stakeholder
    endorsement
  • agreed minimum standards
  • development of upgrade path where standards not
    met
  • definition and publication
  • published and agreed plan

15
Metadata
  • key enabling mechanism
  • discovery
  • management
  • utilisation
  • provide content for Victorian Spatial Data
    Directory (VSDD)
  • specify clearinghouse links
  • conform to ANZLIC metadata guidelines

16
Metadata
  • Outcomes
  • acknowledged metadata role
  • page0 implementation
  • page1 definition, documentation, implementation
  • page2 guidelines, implementation
  • published implementation plan

17
Access infrastructure
  • Simple, effective means of locating and obtaining
    GI
  • single access point (VSDD), with transparent
    links to
  • many distributed, custodial data stores
    (clearinghouses)
  • Outcomes
  • consolidation of the VSDD
  • clearinghouse(s) establishment

18
Pricing
  • Pricing principles that
  • encourage use by minimising licence and delivery
    costs and
  • provide a revenue base sufficient for custodians
to maintain geospatial information to the
    standard required by users.
  • Private sector to play an increased role in
    pricing

19
Pricing
  • VGIS will call up the existing GI pricing policy
  • Outcomes
  • data at the lowest possible cost to ensure
    sustainable, ongoing maintenance
  • certainty and continuity of provision, price,
    conditions

20
Spatial Accuracy
  • Provide means of integrating framework and key
    business data
  • Accuracy not widely understood on the demand
    side.
  • Technical specifications
  • datums, projections and coordinates systems, and
    preferred options
  • accuracy upgrade procedures
  • significant changes in base (GDA94)

21
Spatial Accuracy
  • Outcome - certainty
  • of spatial accuracy standards
  • of confidence levels for merging geospatial
    information

22
Awareness
  • Move from inaccessible complex, specialised, to
    open, simple, easy to use
  • An awareness program is required to accompany
this process, to ensure full benefit realised
  • benchmark of the existing awareness and
    acceptance
  • performance indicators for improved awareness -
    especially ease of entry

23
Roles Responsibilities
  • VGIS benefits all, so all have a role in VGIS
  • State participation under Cabinet endorsement,
others by mutual agreement, for mutual benefit
  • Land Victoria will have the overall
responsibility for VGIS, with key roles being
played by GIRG and Data Custodians Group (DCG)

24
GIRG
  • Membership representative of the geospatial
    information industry. GIRG members will
  • contribute their personal and industry experience
    to VGIS
  • gain the commitment to and involvement in VGIS of
    their constituents
  • play a key role in developing and monitoring the
    performance of VGIS

25
Data Custodians Group
  • Key enabling role, comprised of data custodians
  • Balance of supply (framework) and demand (key
    business) perspectives
  • Will require custodians to formally agree to and
undertake the rights and responsibilities of
    custodianship

26
Data Custodians Group
  • DCG members will
  • contribute their personal and industry experience
    to VGIS
  • represent agencies identified as custodians
  • develop and undertake implementation plans for
    custodial requirements
  • canvas and incorporate the views and requirements
    of their user base

27
Land Victoria
  • Responsible for implementing VGIS
  • Coordinate and support the actions of GIRG and
    DCG
  • Direct role as framework and key business
    information custodian
  • Jurisdictional linkages
  • National
  • Local government
  • Private sector
  • Community groups
