8DEIS Traffic Modeling
- MCB Quantico Transportation Working Group
- The base model used for this effort was the
Metropolitan Washington Council of Governments
(MWCOG) Version 2.1D 50. - The input data used included the 2006 Constrained
Long Range Plan (CLRP) compiled from VDOT, FAMPO,
Prince William County, and Stafford County and
the Cooperative Land Use Forecasts Round 7.0a. - Traffic Model
- Timeframe 2011 (BRAC) and 2030
- Evaluated four alternatives/options and no action
- Traffic Working group agreed on areas for traffic
modeling - Focus on key intersections, entrance/exit ramps
- On Base and off base traffic modeled
- 2011 No Action alternative served as Baseline for
Defense Access Road (DAR) program eligibility
9Traffic Improvement Findings
- BRAC traffic impacts are spread over commuting
area - The Ingress / Egress routes where 3000 commuters
converge required evaluation - Focus on key intersections, entrance/exit ramps
- Requirement to move traffic efficiently through
key nodes, across base and into BRAC site to
prevent backup at key transportation nodes - Russell Road
- I-95 and Route 1 Ramps and Russell Road
Intersections - Telegraph road intersection with Route 1
- Onville Road Intersection with Route 610
10Traffic Recommendations
Proposed Traffic Recommendations
- Major MCBQ access points currently perform
unacceptably. - Regional growth will further degrade
intersections unless improvements are made. - Alternatives have unacceptable levels of service
at U.S. Route 1 and I-95 intersections, and at
proposed development sites. - Traffic impacts at base access points are similar
for both alternatives. - Recommended mitigation measures include
- road widening,
- additional turning lanes,
- signalization.
- Off Base Recommended Traffic Measures
