PERSTEMPO (Term is used by all services except
Navy, Navy uses ITEMPO) (Marines use PERSTEMPO
and DEPTEMPO interchangeably)
  • The FY00 National Defense Authorization Act
    requires the services to track and manage, on an
    individual basis, deployment of all armed
    services members (active and reserve). Also
    requires Services to pay a monetary penalty to
    members who are deployed beyond an established
    threshold.
  • Legislation defines a deployed day, and this
    applies to all Services.
  • Deployment is a term used to describe when a
    member is away from homeport or permanent duty
    station and can include periods such as three day
    field exercises, going to schools at other
    stations, major field exercises, scheduled fleet
    deployments, and TDY for conferences.
  • In response to the attacks of 9/11/01, DEPSECDEF
    suspended the general/flag officer management
    requirement and the accrual of deployed days for
    payment purposes. However, the Services are
    still required to track and report the
    deployments of their personnel.

Deployment Marine Corps
  • Deployment usually describes a planned and
    scheduled 6-month afloat event.
  • Marine Corps uses deployment as defined by
    PERSTEMPO legislation, but primarily focuses on
    ongoing major unit deployments, both afloat and
    shore, normally of six-months duration.
  • To prepare for deployment, the ships and Marines
    deploying in and with the battle group or ashore
    will conduct various pre-deployment training and
    exercises.
  • During deployment, various joint and service
    exercises, such as Ulchi Focus Lens (Korea) and
    Team Spirit are supported in addition to support
    for a joint commander in the region with an
    ongoing operation (Operation Iraqi Freedom.)

DEPLOYMENTNavy
  • Operational planning directed toward the movement
    of forces and sustainment resources from their
    original locations to a specific operational area
    for conducting the operations contemplated in a
    given plan. Encompasses all activities from home
    station through destination and return.

Deployment Army
  • DEPTEMPO. Percent of time spent on "out of
    station operational deployments" by unit.
    Deployments measured include operational, civil,
    humanitarian, counter-drug, major training
    exercises (OCONUS only) and UN Staff and Special
    Forces Teams. Soldiers on permanent overseas

  • OPTEMPO. The annual operating miles or hours for
    the major equipment system in a battalion-level
    or equivalent organization. Used by commanders
    to forecast and allocate funds for fuel and
    repair parts for training programs and events.

Deployment Air Force
  • Deployment in the AF is associated with the Air
    and Space Expeditionary Force. The Air Force
    presents forces under the AEF construct. Air
    Force members serve with an AEF for a 15 month
    period. Service members could expect to be
    deployed in support of exercises or a Joint
    Theater Commander no more than once, normally for
    three months during a 15 month period. Training
    events leading up to the deployment are conducted
    at home station or at distant locations. All
    these events are included in the 15 month period.
    The AEF concept offers service members
    predictability and stability.
  • TEMPO - The overall activity rate of units,
    weapon systems, and people. However, the term is
    often used interchangeably with PERSTEMPO (see
    below) due to the emphasis placed on the TDY rate
    of unit members.PERSTEMPO  an individual's
    time away from home--"a day away is a day away."
    Specifically, PERSTEMPO is a quality of life
    measurement that considers the amount of time
    members are engaged in their official duties at a
    location or under circumstances that make it
    infeasible to spend off-duty time at his or her
    permanent residence or in the housing in which
    the member resides when on duty at the member's
    permanent duty station. The term PERSTEMPO is
    often used interchangeably with TEMPO.OPTEMPO 
    Operations Tempo is the sum total of everything a
    unit does. This includes, but is not limited to
    Days TDY Higher Headquarters Inspections/Evaluati
    ons down days such as non-working weekends,
    holidays, goal days, productivity days, etc.
    normal work days extended work days (days where
    more than one-third of the unit is working longer
    than normal).

Deployment Coast Guard
  • The Coast Guard has a wide array of multi-mission
    capable assets that include cutters, air assets,
    small boat forces, Port Security Units
    PSUs),Marine Safety and Security Teams (MSSTs) or
    other land-based units each with its own level
    of endurance. The wide-ranging endurance of our
    assets results in a non-standard definition of
    deployment,though it can be broadly defined as
    "any operational trip regardless of duration."
    The majority of Coast Guard units are located
    within the boundaries of the United
    states(including our maritime boundaries as
    established by law), and are operational missions
    include but are not limited to homeland security,
    anti-terrorism, drug interdiction, fisheries
    enforcement, ice patrol duties and search and
    rescue. Duration also varies widely for our
    larger cutters up to 6 months, for our small boat
    and aviation forces, only a few hours for our
    port security units, up to 6 months PERSTEMPO
