Improving coverage and quality of the Padrón
Population Register
In order to avoid an overestimation of the group
of all non-EU citizens not holding a permanent
residence permit a specific methodology has been
introduced the so-called expiry procedure.
More than 3 million people was involved since
2005 and the Padron updated the results Moreover,
every Spanish citizen leaving the country has to
register in consulate registers and are
thereafter systematically deregistered in the
Padrón.

• Coverage and quality in an International context

• No guidelines from Eurostat difficulties of
  measure the quality of a register.
• The Spanish information is in an improving path
• Better than systems based on classic census and
  passenger surveys.
• Better than countries at the first stages of
  building a modern population registers
• - We are not in front of an statistical artefact.
  Its a phenomenon measured with accurate, but not
  perfect, instruments.
