Polish economy in 2002
  • Prepared by KAPE on the ground of EUROSTAT

7
Govermental document - Polish Energy Policy until
2005 goals in energy efficiency area
  • Increasing the efficency of energy generation
  • Decreasing energy losses in transmission and
    distribution
  • Decreasing energy intensity of goods at the
stages of designing, manufacturing , use and
    disposal
  • Decreasing energy intensity of industrial
    processes
  • Implementing of management systems for energy
demand (DSM) in order to increase the efficiency
    of energy consumption

8
Barriers of energy efficency increasing in Poland
  • No clear political will, current budget needs and
dependence of state budget income on energy
    taxation
  • Strong position of energy generation,
    transmittion and distribution sectors, weak
    position of energy consumers
  • No energy efficiency act, no national
    organizational structure, financial barriers in
    energy efficiency investment,
  • Low level of awareness and knowledge of consumers
  • No obligatory training and no certification for
    energy auditors

9

Campaign Polish Energy Bus
11
Campaign Polish Energy Bus
  • UE project (SAVE II), based on the successful
experience with energy and environment busses in
    Germany (Berlin) and the Nethrlands
  • Duration 10th September 2003 31st August 2005
  • Partners of the project
  • B.S.U. - Germany (consortium leader)
  • TÜV - Germany
  • KAPE - Poland (Polish project leader)
  • KESCO - Poland
  • Ecofys -The Netherlands

12
Campaign Polish energy bus
  • Mobile information and educational centre touring
through Poland and stopping in cities, towns and
municipalities to provide free advice on energy
saving and ways to promoted renewables
  • Accompanied by KAPEs experts
  • With technological models and promotional
    materials (posters,leaflets, brochures,
    fact-sheets etc.) inside

Campaign Polish energy bus
  • Route of the bus
  • 16 voivodships in the framework of 11 regional
    campaigns
  • length ot the route 40.000 kilometers, 258
    different locations
  • Quantity and category of visitors
  • daily above 200 persons,
  • total above 50.000 persons,
  • inhabitants and schoolchildren, local
    authorities and local businessmen

16
Campaign Polish Energy Bus
  • above 10.000 pieces of advice provided by KAPEs
    experts
  • above 3000 presentations and lectures
  • above 800 workshops and several dozen trainings

17
Campaign Polish energy bus
  • Subject of interest on energy
  • about 77 of visitors were interested in
presented issues for private use, about 33
    professionally
  • only for 7 it was the very first contact with
    energy related topics
  • Topics of visitors interest
  • about 75 were interested in saving energy
  • about 50 were interested in producing of energy
from the renewables (above 50 from the sun)
  • about 22 found it interesting how to obtain
    founds for termomodernization initiatives
  • about 10 asked detailed questions about
    cogeneration

18
Competition the most energy efficient Polish
municipality
  • I edition of municipalities competition in Poland
  • Based on the successful experience with yearly
ranking of municipalities in Denmark (about 60
    of municipalities participated in it)
  • KAPE was the initiator of the competition and now
    the organizer of this project
  • Duration of competition
  • - inauguration day - 30 May 2005
  • - end of competition - March 2006
  • (special event for winners of competition)

19
Competition the most energy efficient Polish
Municipality
  • Municipalities should present in application form
confirmed energy savings in 2005 compared to
three years before (2004, 2003, 2002) taking into
consideration only public buildings and local
energy saving initiatives (e.g. street lighting)
  • Min. 100 municipalities expected in I edition
  • of competition

    energy efficiency improvement (December 1994)
  • Master Plan for Energy Coservation Programme
    (1997-1999)
  • Polish request for energy efficiency co-operation
    (ECTC, 2001)
  • Japanese Energy efficiency missions (2001-2002)
  • Project Energy Conservation Technology Center
    started in 2004)
  • Project carried on by KAPE and JICA (Japan
    International Cooperation Agency
  • 20th June 2005 official openning ceremony

24
Polish Energy Efficient Motor Programme (PEMP)
  • Large economic potential for energy efficiency
improvement of electric motor systems in Poland
and opportunity to reduce domestic greenhouse gas
    emissions
  • The market share of energy efficient motors in
Poland is currently very low due to a range of
    barriers (e.g. information, financial and
    institutional barriers)
  • Most energy users/investors do not know about the
potential of electricity cost reduction and that
investment in new efficient technologies are
    cost-effective

25
Polish Energy Efficient Motor Programme (PEMP)
  • Duration of the project 2004-2008
  • The goal is increasing of the market share of
energy efficient motors in Polish industrial
    sector
  • PEMP is financed by Global Environment Facility

26
Polish Energy Efficient Motor Programme (PEMP)
  • Main activities
  • building capacity and raising awareness by
providing information and services related to
energy efficient electric motor systems. This
will be delivered through the PEMP Center
  • demonstration projects to establish and showcase
the technical and economic benefits of energy
efficient motor systems and increase awareness
  • stimulating market transformation and competition
through a financial incentive mechanism (rabate
    programme for motors producers)
