consider the plan during the Rotary current year - Reviewed by incoming President and VPs

agreed that any changes adopted by members could
not be implemented during the current Rotary year - Plan referred to Club Services for consideration

7Club Services Committee Initial reactions
- CS members began their detailed consideration of
the plan in July. They observed that - The club has anticipated some aspects of the plan
- Therefore, the issue is not whether to accept or
reject the plan rather how much to accept - CS members were also positive about the plan
(pages 1 to 8) but were concerned about the
business model and jargon used in the draft
bylaws (pages 9 onwards) - Therefore, any discussion of changes to the
clubs constitution would follow members
decisions about the plan

10Recommendations (1) Structure
- That the new committee structure is adopted with
standing sub-committees for Local, International
and Youth Projects - That committee membership should typically be for
3 years - That committee chairs will usually be selected
from among the existing committee - That the current Club Council structure,
functions terminology be retained - That the constitution of Club Council is reviewed
in the light of members decisions about the
Clubs structure and planning
11Recommendations (2) Planning
- That the Club develops and maintains a written 3
year plan, which is reviewed annually - That annual plans are based on the 3 year plan
but, subject to the endorsement of members,
incoming Presidents and Councils retain
flexibility over their annual plans
12Recommendations (3) Constitution
- That the Club does not adopt the draft Rotary
Club Bylaws provided on pages 9 to 11 of the Plan
and instead amends the current constitution to
include agreed changes to its structure and
planning - That a sub-committee of Council is established to
recommend the constitutional changes necessary to
implement members decisions, this sub-committee
to report back to members with recommendations at
a date to be agreed

- Of 86 clubs that reported their membership
structure to District by July this year - 47 clubs have have Membership Committees (as
distinct from Membership Officers) - 9 clubs (including Biggleswade) have both
Membership Public Relations Committees - Only 16 (including Biggleswade Ivel) reported
that they were still using the traditional
committee structure of Club Services, CommVoc,
International and Foundation - 13 Clubs have combined their International
Foundation Committees
