Eligibility
  • In accordance with Section 223(a)(5) of the
    JJDPA, states may award Formula Grant funds to
    state agencies or units of general local
    government. 
  • States may also award Formula Grant funds
    directly to local private agencies.  Local
    private agencies may request such funding if they
    have applied for and been denied funding and/or
    sponsorship for funding by any state agency or
    unit of general local government for the same or
    similar project.   
  • In addition, a local private applicant must also
    demonstrate adequate fiscal capacity to manage
    federal funds and meet all state and federal
    conditions pertaining to the management and
    administration of such funding.  Local private
    applicants must submit documentation of its
    status as a non-profit entity and a copy of its
    most recent financial statement and audit (OMB
    A-133 audit if previously required).

JJDP Act and the DMC Core Requirement
  • In the Juvenile Justice and Delinquency
    Prevention Act (JJDPA) of 2002, Congress required
    that States participating in the federal Formula
    Grants Program address juvenile delinquency
    prevention efforts and system improvement efforts
    designed to reduce, without establishing or
    requiring numerical standards or quotas, the
    disproportionate number of juvenile members of
    minority groups, who come into contact with the
    juvenile justice system.

Proposal Review Process
  • Proposals will be reviewed by EOPS staff and a
    grants review committee of the Juvenile Justice
    Advisory Committee (JJAC). The Secretary of
    Public Safety in conjunction with the JJAC will
    determine all awards.
  • Each will be read and scored numerically by a
    minimum of two readers and awards will be made
    based on scoring in the areas discussed below

  • Need for Assessment Study - 10 Points
  • Explanation of why the chosen geographic area(s)
    should be studied.
  • Does the geographic area to be studied have a
    large population of minority youth and high
    levels of DMC?
  • Explanation of why the chosen decision point(s)
    should be studied.

  • Research Design - 20 points
  • Clarity and usefulness of research design.
  • Usefulness of research questions.
  • Utilization of both quantitative and qualitative
    methods.
  • Strategy for maintaining confidentiality of
    individual records.
  • Clearly structured final paper format design.

  • Quantitative Methods - 10 points
  • Utilization of multivariate analysis.
  • Explanation of why the methods chosen are the
    most appropriate to answer the research
    questions.
  • Explanation of the variables studied.
  • Consideration of the influences of indirect
    effects such as socioeconomic status.

  • Qualitative Methods - 10 points
  • Explanation of why the methods chosen are the
    most appropriate to answer the research
    questions.
  • Plan for achieving objective results.

  • Research Experience - 20 points
  • Organizational capacity to carry out the proposed
    project and related activities.
  • Ability to provide a qualified staff to deliver
    the functions required by the proposed project.
  • Experience in successfully conducting both
    quantitative and qualitative analyses, including
    multivariate analyses.
  • Experience in successfully compiling research
    findings into a professional report to be read by
    policymakers and lay people (as opposed to
    academics).
  • Experience providing oral presentations of
    research findings.

  • Proof of access to data needed for study.
  • Letters of support or memorandums of
    understanding from data collecting agencies.

  • Ability to achieve results with modest resources.
  • Financial stability and capacity to effectively
    manage a federal grant.
  • A reasonable budget that is cost-effective and
    directly relates to the described activities.

  • States are required to measure both outputs and
    outcomes that are achieved with federal Formula
    Grant funds.
