Title: Overview of the Airport Safety Data Program
1Overview of the Airport Safety Data Program
2OFFICE OF AIRPORTS Mission
- To collect airport data
- To give the airport data
- to Air Traffic
3OFFICE OF AIR TRAFFIC Mission
- To publish the
- airport data and all other
- aeronautical data
4OFFICE OF AIRPORTS
- Has three programs for collecting airport data
- Airport Safety Data Program
- (aka the 5010 Program)
- Obstruction Evaluation/Airport
- Airspace Analysis Program
- (aka the OE/AAA Program)
- Airport GIS Program
- (GIS Geographic Information Systems)
5OFFICE OF AIR TRAFFIC
- Has one program for publishing aeronautical data
- Aeronautical Information Services
- Aeronautical Information Services is
- the single authoritative government source
- for collecting, validating, storing, maintaining
- and disseminating aeronautical data concerning
- the United States and its territories to support
- real-time aviation activities.
6Airport Safety Data Program Mission
- The Airport Safety Data Program is a
- pro-active program whose mission is
- to collect airport data through the
- inspection of all civil public use
- airports, and a mail solicitation to all
- private use airports, and to give the
- airport data to Air Traffic.
7Airport Safety Data Program
- FAA AC 150/5200-35 Submitting The Airport Master
Record In Order To Activate a New Airport - FAA Order 5010.4 Airport Safety Data Program
8Obstruction Evaluation/Airport Airspace Analysis
Program Mission
- To receive airport
- proposals from airport
- operators and proponents
- To analyze the airport
- proposals
- To provide the results
- of the proposals to the
- airport operators and
- proponents
9OE/AAA Program

10Airport GIS Program Mission
- To collect airport surveying data.
However this program and its web site is planned
to be the one stop shopping program and web
site for the collection and storage of all
airport data.

12Airport Safety Data Program SUMMARY
- The role of the Airport Safety Data Program
- To collect airport non-airspace
non-surveying data - To give the airport data to Air Traffic
- Not the role of the Airport Safety Data Program
- To collect or analyze the airport airspace data
that is - analyzed in the Airspace Program
- To collect the airport surveying data that is
collected - in the Airport GIS Program
-
13Airport Safety Data Program
- GCR Associates is a contractor with the Office
of Airports, Airport Safety Data Program - GCR Associates provides technical assistance in
giving the FAA the airport inspection data to
Air Traffic electronically - GCR Associates also provides a wide range of
administrative services to the FAA Office of
Airports - http//www.gcr1.com/5010web
14 Airport Safety Data Program
Form 5010-1 is used for existing public use
airports Form 5010-2 is used for existing
private use airports
15FAA Form 5010-1
- Form 5010-1 is a computer report
- downloaded from Air Traffics NASR
- database.
- Form 5010-1 was designed in an easy to
- read format in order to enable the reader
- to view airport data conveniently at a
- glance.
- Form 5010-1 may also be used as a
- planning document.
- Form 5010-1 also serves as a checklist
- for conducting airport inspections.
-
16FAA Form 5010-2
- Form 5010-2 may be used as
- a planning document.
- Form 5010-2 may be used for
- mail solicitation for private use
- airports.
17FAA Form 5010-1
- Today you have the option of
- downloading the airport data
- contained in Form 5010-1
- electronically and you may view
- the airport data in an excel
- spreadsheet or in any format
- you want.
- http//nfdc.faa.gov/index.jsp
18OE/AAA Program
- The mission of the OE/AAA Program is to conduct
aeronautical - studies so as to analyze obstacle data /and/ on
airport - construction proposals /and/ airport airspace
matters. - These aeronautical studies analyze the impact of
airport - construction and potential hazards to navigation
on the National - Airspace System.
19FAA Form 7480-1
- 14 CFR Part 157 Required notice shall be
submitted - on Form 7480-1 from each person who intends to do
- any of the following
-
- 1. Establish a new airport.
- 2. Add or modify or delete a runway.
- 3. Add or modify or delete a taxiway on a public
use airport. - 4. Abandon an airport.
- 5. Abandon a taxiway.
- 6. Change the status of an airport from private
use to public use and from public use to private
use. - 7. Change status from IFR to VFR or from VFR to
IFR. - 8. Establish or change any traffic pattern or
traffic pattern altitude or direction.
20Airport GIS Program
- This programs web site will ensure that airport
surveying data is collected, processed and made
available for airport use and airport planning
and instrument apch procedure development. - This program provides guidance on the proper
collection and submission of airport surveying
data to the National Geodetic Service for
validation. - This programs web-based application will also
allow airport operators and their consultants
access to detailed technical guidance on the
performance and accuracy requirements of airport
and aeronautical surveys.
21SUBMITTAL OF AIRPORT DATA
- It is the responsibility of the airport operator
to make sure that the airport data shown in the
Airport/Facility Directory is current and
correct. - It is the responsibility of the airport operator
to submit changes to airport data to the FAA in a
timely manner. - How?
22SUBMITTAL OF AIRPORT DATA FOR OBLIGATED AIRPORTS
- Submit surveying data directly on line at
- HTTP//AIRPORTS-GIS.FAA.GOV
- TPSS is opnl and uses UDDF based on FAA 405
specifications - AGIS is under development based on AC

to Air Traffics - Aeronautical Information Services by email using
the following - email address
- 9-ATOR-HQ-AIS-AIRPORTCHANGES_at_FAA.GOV
- You must insure that AIP funded airspace data
was ALP - approved and you include wording in your email
message - showing that the data was analyzed and approved
during the - ALP process.
23SUBMITTAL OF AIRPORT DATA FORNON-OBLIGATED
AIRPORTS

- To publish airport data
- To publish navaid data
- To publish airspace data
- To publish instrument apch proc data
- To publish airport diagrams
27Aeronautical Information Services
- What does the National Airspace System look like
on paper? - One major component of the NAS is a database
called the NASR database. - What is the National Airspace System Resources
(NASR) database? - Its a third-degree normalized relational
data model database containing over 1000 tables. -
-
In other words, NASR is an incredibly complex
database.
28NASR database contents
- Runway data
- Remarks data
- Navaids data
- Airspace Fixes
- Holding Patterns
- Victor Airways
- Airport data
- Jet Airways
- Parachute jump areas
- US Location identifiers
- Canadian Loc ids
- Mexican Loc ids
- Preferred Routes
- Restricted Areas
- Special Use Airspace
- Military Opns areas
And on and on and on
29NASR database has two purposes
- To publish safety critical aeronautical
information -
- To generate computer reports for planning and
programming
30NASR database computer reports
- The NASR database generates two kinds of
computer reports -
- Ad hoc reports
-
-
- Pre-canned reports
31NASR database ad hoc reports
- Here are two examples of ad hoc computer reports
downloaded from Air Traffics NASR database
A list of all the airports in the State of
Pennsylvania with a 5,000 ft hard surface runway
and an instrument approach procedure A list of
all the airports in the State of Pennsylvania
alphabetically by airport name
32NASR database pre-canned reports
- Here are four examples of pre-canned computer
- reports downloaded from the NASR database
-

33Aeronautical Information Services
- Where can I get NASR aeronautical
- data for free?
- http//nfdc.faa.gov/index.jsp
- How often is the data on this site
- updated?
- It is updated every 56 days on the effective
- date of every 56-day airspace cycle.
