Pakistan Earthquake
  • 600,000 houses, infrastructure, 7,600 schools,
    over 500 medical institutions, and livelihoods of
    people all wiped out.
  • FRC, Army, Government and people managed to
    provide relief, evacuate injured and provide food
    and temporary shelters and medical assistance to
    prevent further losses of life
  • Pakistan is also working closely with the
    international community to reconstruct rapidly

Reconstruction after Earthquake with Risk

  • Pakistan and international community handled the
    relief efforts excellently, avoiding further loss

  • Now we are moving on from Relief phase to the
    longer run recovery and reconstruction
  • Earthquake Reconstruction and Rehabilitation
    Authority has targeted the self-build

    construction of schools and public buildings

    are being promoted

OBJECTIVES OF NDMA
  • NDMA will take a multi-sectoral approach.
  • NDMA will deal with all aspects of disaster risk
    management, including risk mapping, building bye
    laws, disaster awareness at community level and
    through education and efficient preparedness and
    response/recovery.

NDMA
  • Law is about to be passed.
  • Major components of the law
  • Commission headed by Chief Executives at national
    and provincial level including opposition leaders
    as the highest policy making body, NDMA will be
    the implementation tool and secretariat
  • Devolved responsibility to local government level
  • Each tier expected to have preparedness, risk
    reduction and response capability
  • NDMA ensures full integration and coordination
    between the tiers
  • All agencies in disaster management to work
    through NDMA and local authorities ie a one
    window operation.

Global Context
  • Pakistan has endorsed the Hyogo Framework of
    Action at the World Conference on Disaster
    Reduction, Kobe, 2005-2015.
  • In this Pakistan welcomes the initiative of
    International Strategy for Disaster Reduction in
    providing us an opportunity to exchange our
    disaster experiences with other countries and to
    learn from global good practices

Regional context
  • When we look in our region we see an enormous
    capacity for multi-sectoral response, including
    but not limited to
  • Nepals capacity in poor community reconstruction
  • Irans capacity for preparedness and public
    education the success of which was shown in
    Lorestan and the Iranian and Turkish Red
    Crescents search and rescue capability
  • Indias successes in reconstruction following
    Gujurats earthquake
  • Pakistans engagement and coordination with the
    international community in immediate response and
    relief

Next Steps
  • We are building up the National Disaster
    Management Authority
  • We seek cooperation from the International
    Strategy for Disaster Reduction, regional nations
    and the international community so we can set up
  • 1) Appropriate national building bye laws to
    prevent hazards
  • 2) Learn from other Governments disaster
    management institutions so that we can empower
    the NDMA to address disaster risk comprehensively
  • 3) Enhance joint regional response capacity
  • 4) Pakistan is also working closely with the ISDR
    to develop Disaster Early Warning System under
    the Clinton Tsunami Consortium
