    deployment alone
  • Development of ITS performance measures will be
    an on-going process
  • As ITS proliferates, deployment service
    tracking (output) measures should evolve into
    measures of actual system performance (outcome)

  • Number of Road Ranger responses during times of
    incidents
  • Average incident response time
  • Average incident clearance time
  • Percent of actual vs. planned ITS deployment
  • Travel time reliability for top-ten corridors
  • Passenger-hours of delay (ITS vs. non-ITS)
  • Percent of electronic by-passes at truck weigh
    stations
  • Percent of electronic toll and transit payment
    transactions

  • Should be easily understandable
  • Involve all Districts, Central Office, and
    Turnpike Enterprise in the process
  • Period of assessment will be April 2003-March 2004
