Superintendent The best case for public
education has always been that it is a common
good. Everyone ultimately has a stake in the
caliber of schools and education is everyones
business. The quality of the public education
system relates directly to the quality of life
that people enjoy (whether as parents, employers,
or citizens), with a strong public education
system as the cornerstone of a civil, prosperous,
and democratic society. As the main institution
for fostering social cohesion in an increasingly
diverse society, publicly funded schools must
serve all children, not simply those with the
loudest or most powerful advocates. This means
addressing the cognitive and social needs of all
childrenand must include citizenship and what
some people call character education. Moral
purpose of the highest order is having a system
where all students learn, the gap between high
and low performance becomes greatly reduced, and
what people learn enables them to be successful
citizens and workers in a morally based knowledge

    learning outcomes of students by 11th grade.

  • early childhood education for 34 year olds esp.
    when you consider the 10 to 1 return on each
    dollar of investment resulting in less crime,
    welfare, health issues, remedial education, and
    general social minuses?
  • reading for comprehension by the end of the 2nd
    grade esp. when you consider that the ability
    to understand instruction in our schools is a
    function of reading comprehension and verbal
    ability?
  • benchmarking student progress throughout the
    school year rather than one time at years end
    esp. when you consider the need to intervene
    before its too late?
  • data-driven decision making that follows the
    child from early childhood through 2nd grade in
    his or her progress in reading comprehension/readi

Focus on target attainment
  • Speed in learning is not the issue.
  • Mastery of reading and learning is the issue.
  • Blooms message to all of us focus on target
    attainment and abandon any needs to identify the
    swiftest except as to provide them with a
    challenging curriculum that is in sync with their
    speed and determination
  • By providing the kind of support good habits,
    attitudes, reading and linguistic skills, and
    cognitive abilities enjoyed by the more
    privileged of learners, all learnerseven those
    normally thought to be academically at risk or
    less privilegedcan master what we want them to
    know, do, or understand.
