4Registration Programs
- Fact 16 million voting age single females were
unregistered in the 2000 election. - Solution WVWV executed 3 types of registration
programs live call, automated call and mail.
Results? - Over 130,000 unmarried females added to the
voter registration rolls. - Cost per registrant to date ranges from 6.89
to 9.00.
5VBM Programs
- Fact If unmarried women voted at the same rate
as married women, over six million more voters
would have gone to the polls in 2000. - Solutions
- Targets Single females 35-55 who have a
turnout probability of 30 to 79. - Targets without without phones received between
one and three pieces of mail with at least
one being a vote by mail application. - Targets with phones receive one vote by mail
application and received one or two calls. The
calls varied between automated pre-calls in front
of the mail and/or live or automated chase calls
after the mail dropped. - WVWV identified 3 WVWV states that allow vote by
mail Florida, North Carolina and Nevada. - In those states WVWV carried out a coordinated
mail and phone program. - Results 47,094 (or 6.21) of voters returned
vote by mail applications.
6Analysis
- Control Groups Each of the programs were
designed with a control group that did not
receive any treatment from WVWV. - Analysis of Results Once the voter lists for
each of the 16 WVWV states are updated, WVWV
will conduct an analysis on each of the
programs. These studies will focus on what
effect, if any, WVWV contacts had on unmarried
female voter participation in each of the
states. - Sharing Analysis WVWV will share this
information.
7THE NUMBERS
8Commit Programs
- FACT 22 Million unmarried women who were
eligible to vote did not cast ballots in the
election in 2000. - WVWV used automated calls to contact both
registered and unregistered single women.
Results? - Lists Cleaned By using automated calls, WVWV
identified non-working phone numbers and cleaned
the lists making them more efficient for both
WVWV and the more than 20 partners that used
them. - Voters Committed WVWV identified 279,791
women, or roughly 8 of single women (registered
and unregistered) with phones in the 16 WVWV
states, who committed to register and/or vote in
the 2004 election. The cost per commit was less
than 0.45.

10Florida Pilot Live Registration Calls
- This was the first phone registration program
completed by WVWV. Live callers were used to test
the efficiency of registering single females in
Florida. A test group of 722 contacts were made
of which 227 females agreed to register. Results? - 31.5 completed registration questionnaire.
- 115 women registered to vote for a 50.7
fulfillment rate.
11Florida Pilot IVR Registration Calls
- In a different type of test, we used automated
calls with multiple scripts and celebrity and
neutral voices to determine the efficiency of
registering unmarried females in Florida using
this technology. Automated calls were tested
because they can reach higher volumes at lower
costs than live. Results? - 16,226 contacts were made.
- 3.13 requested registration packages (Although
the responses ranged varying from script to
script and voice to voice, with the highest being
7.). - Of those who requested registration packages,
249 or 49 actually registered to vote.
124 State IVR Registration Program
- Given the success of the Florida automated call
test program, WVWV rolled out an automated phone
registration program in Florida, Missouri, South
Carolina and Washington. Results? - 219,104 contacts.
- 14,951 requests registration forms.
- 6,610 fulfilled.

138 State IVR Registration Program
- The success of the first 4 state automated
registration led to an 8 state automated
registration program. The results? - 352,148 contacts.
- 23,096 requests for registration forms.
- 10,628 new registrants in Louisiana, Michigan,
Minnesota, North Carolina, Nevada, Ohio, Oregon
and Pennsylvania.
14Voter Registration Mail Test
After the success of the phone registration
program, WVWV conducted a test to see if mail
could cost-effectively register new voters. We
tested packages and reply envelopes in three
states (FL, PA and OH) and across three ethnic
groups. The overall results are shown below.
- 60,000 Voters Mailed.
- 2.42 Response Rate.
- Cost per registrant 9.10.

15Voter Registration Mail
After the success of the mail registration test,
the WVWV rolled out more than 2.5 million pieces
of mail in the 12 original WVWV states and
120,000 in the four additional states. WVWV
registered 74,000 single females via mail.

Florida registration mail was hindered by
several hurricanes and lagged behind other
states, depressing overall results.
179 State Live Call Registration Rollout
WVWV also conducted live registration calls in 10
states. 35 of unmarried women in these 10
states agreed to register. WVWV was able to add
an additional 41,196 single females to the voter
rolls in Ohio, Michigan, Oregon, North Carolina,
South Carolina, Missouri, Nevada, Minnesota and
Washington.

- 629,396 contacted by phone.
- 110,000 new registrants.

20Voter Contact Programs
213 State Vote By Mail Program
- Polling data shows that one of the things that
unmarried women cite most often for not voting is
that it is inconvenient and that work and family
responsibilities get in the way. WVWV conducted a
vote by mail campaign in Florida, North Carolina
and Nevada, all of which vote by mail options.
The results? - WVWV mailed 757,912 voters vote by mail
applications. - 47,094 single females requested mail ballots.
- Overall return 6.21.
Again, Florida vote by mail was hindered by
several hurricanes and lagged behind other
states, depressing overall results.
22IVR Press 1 for VBM Program
- As part of the test, WVWV used automated calls to
solicit vote by mail application requests in
Florida. Results? - 30,167 completed contacts delivering a brief
message about voting by mail and the need to
vote in 2004. - 2,260 requests for a VBM application for a
7.5 response rate. -

232 State VBM IVR Pre-Call
- As part of the integrated mail and phone test,
WVWV made pre-calls calls before the VBM mail
delivery in Florida and North Carolina. Results? - 60,000 (8 of the overall universe) completed
calls to single females with phones who would
received the WVWV vote by mail request. - Almost 5,000 (8) women reported a positive
disposition to VBM and intended to use the
application. -

243 State Vote By Mail Live Call Program
- As part of the integrated mail and phone test,
WVWV also made live chase calls following the
mail delivery in Florida, North Carolina and
Nevada. Results? - 59,642 (approximately 8 of the overall
universe) completed calls to single females
with phones who had received the WVWV VBM
mailing. - More than 19,958 (34.6) women reported a
positive disposition to VBM and intended to use
the application. -

Polling data shows that one of the things that
unmarried women cite most often for not voting is
that it is inconvenient and that work and family
responsibilities get in the way. WVWV conducted
a voter education program for early vote in
Florida, North Carolina and Nevada, all of which
allow voters to cast their ballots early.
WVWV mailed early vote information to 947,715
unmarried women registered voters.

The success of all of the WVWV programs led us to
adopt a late state voter registration program in
two types of states
- Late Voter Registration States SD and IA
- Same Day Registration States MN, WI and NH

- Accomplishments
- Developed, cleaned and identified the most
committed on the lists of registered and
unregistered unmarried women. - Mailed 120,000 registration applications in
IA, SD, and WI - Mailed 30,000 registration reminders to
unregistered females in NH - 56,000 same day registration commitments by
phone MN, WI and NH - One piece of mail to those unregistered
without phones in same day states. -

- 162,897 live calls to unmarried women on our 16
state lists who pressed one to commit to vote
