Beginnings

• A workshop by Mark Monacelli at the American
  Escrow Association in 2002, where his enthusiasm
  and dedication aroused an industry
• A commitment by Mark to assist with industry
  interaction with other national groups of similar
  interest

2003

• Mark Monacelli again spoke at the conference for
  American Escrow Association announcing the birth
  of PREP
• Names were requested for contacts from our member
  states to begin building state and localized
  groups and Phyllis Yanagihara, AEA Director from
  California, raised her hand
• Mark then spoke at the California Escrow
  Association conference and a California committee
  was born

Initial California Efforts

• The CEA National Affairs committee provided
  escrow professionals from throughout the state,
  who contacted their county recorders and
  established a dialog
• County Recorders were invited to make
  presentations at various escrow functions
• Several escrow regions established networking
  groups, but organization and participation was
  minimal
• Ventura County Escrow Association was invited to
  attend the CRAC conference held locally

Progress

• 2004 CEAs PREP committee gets serious
• A PREP training guide is posted to our website,
  along with suggestions for getting started.
• Carolyn Marcial, past CEA President, accepts
  chairmanship of CEAs committee with the
  directive to make it happen

Progress Continued

• Carolyn Marcial established communication with
  Santa Clara County Recorder Brenda Davis
• California held an eRecording Summit
• Planning meeting was held via teleconference on
  February 17, 2005 with 3 members of CRAC, 2
  members of CEA, a title service provider, a
  realtor and the National PREP Coordinator, Ardis
  Schmitt.

• California PREP Chapter is formed and desirous of
  becoming a Founding Chapter
• Carolyn Marcial from CEA and Brenda Davis from
  CRAC accept Co-Chairmanship
• 5 Geographic areas selected for formation of
  initial localized work groups based upon
  districts of the California Association of Clerks
  and Election Officials

Future Direction

• Invitation has been issued to Legislative
  advocates of CLTA and CEA to join core committee
• Initial committee has been charged with making
  contacts within their industry based upon
  geographic areas selected for formation of
  localized work groups
• Membership of groups should include County
  Recorders, Escrow Officers, Lenders, Realtors,
  Title Officers and Title service providers

• Organizational meeting held 2-17-05
• Progress meeting scheduled for 3-24-05
• California PREP to meet quarterly or as needed
• District PREP groups to determine their own
  meeting schedules as formed
