Continuity of Government
  • Definition
  • Continuity of government (COG) is the
    principle of establishing defined survival
    procedures that will allow a government to
    continue its essential operations.

COOP / COG
  • This concept was developed during the Cold War to
    ensure government would be able to continue in
    case of a nuclear war. Shadow Government
  • COG plans were implemented by many countries to
    avoid leaving a vacuum at any governmental level,
    which could lead to anarchy or to an unlawful
    assumption of authority.

    essential functions / operations during an
    emergency
  • Protects essential facilities, equipment,
    records, and other assets
  • Reducing or mitigating disruptions to operations

  • List prioritize vital services and the
    resources needed to perform them.
  • Ensure the ability to exercise civil authority.
    Pre-delegate and document limits
    accountability.

  • Maintain public safety of people property.
  • Sustain government/economic base.
  • A unifying concept that does not replace existing
    plans. It superimposes COOP functions if when
    there is a threat to disruption of operations.
