Title: Fouad Bendimerad, Ph'D', P'E'
1EMI 5-Year Agenda2004-2008
- Fouad Bendimerad, Ph.D., P.E.
- Chairman of the Board
2Program Strategy
5-year program is built on three pilasters
- Reinforcement of infrastructure built within
the last 3 years through the Cluster Cities
Project (EMI Coalition) - Systemic capacity development through trainings,
institutional strengthening and advocacy (3cd
Cross-Cutting Capacity Development Program) - Use of Information of technology as a mechanism
for implementation of mitigation trough a
Disaster Management Master Plan (DMMP)
3Building the Infrastructure- Cluster Cities
Project (CCP)
The Cluster Cities Project is EMIs mechanism for
building a coalition of stakeholders around a
common agenda
Such infrastructure is required to develop a
common agenda between stakeholders. Mitigation
is a complex process a full understanding of the
constraints and objectives can drive the right
public policies.
4Participating Cities
- 19 city partners and 4 observers
- East Asia Kobe, Manila, Shanghai, Seoul
- Asia Mumbai, Dhaka, Kathmandu, Tashkent,
Beijing - South Pacific Tianjin, Wellington
- Americas Bogota, Los Angeles, Mexico, Quito
- Mediterranean Naples, Istanbul, Tehran, Cairo
- Observers San Salvador, Jakarta, Algiers, Giza
5EMIs 3cd Program Systemic Capacity Development
Uses the infrastructure of the Cluster Cities
Project to engage local governments into a
disaster risk reduction agenda. Three
Components
- Assessment (gaps, needs and strategy)
- Cross-Cutting training (and advocacy)
- Implementation of a city-wide Disaster Risk
Management Master Plan (DMMP)
Program Director Shirley Mattingly
Program Definition and Implementation Plan (vs.
3-1)
6Component 1 - Current Practice Assessment
- Develop a knowledge base for current practice in
disaster management in megacities Identify gaps
and needs Develop a strategy for implementation - Ten megacities investigation of current practice
- Deliverables
- Knowledge Database of Current Practice
- Manual of Sound Practice
- Manual for Implementation
- Task Leader Dr. Jeannette Fernandez EMI Board
Member and former Assistant Dean of Engineering
EPN Quito.
Task 1 White Paper
7Component 2 Systemic Training
- Objectives
- Improve process of planning, designing,
delivering and controlling construction process
in developing countries - Prepare cities for implementation of Disaster
Management Master Plan (DMMP) - Capacity building
- Target
- Reduce the biggest vulnerability and largest risk
component in developing countries
Task 2 White Paper
8Component 3 Implementation of DRMMP
- Challenge Move institutions from Response and
Recovery to Preparedness and - Mitigation.
- For the management of disasters in megacities,
EMI proposes implementation of a Disaster Risk
Management Master Plan (DRMMP)
93cd Program Implementation Approach
Innovative Approach for implementation, which
involves close cooperation between public
officials, academicians, and funding organizations
- EMIs cities and academic partners in developing
countries are both the implementers and the
beneficiaries of the program - Discussions for partnership have been progressing
with - EdM (Earthquake Disaster Mitigation Center) Kobe,
Japan - PDC (Pacific Disaster Center), Hawaii
- Kobe University
- ProVention Consortium
- UNDP
- World Bank
10Benefits of a Master Plan
- Provides a systemic and rational process for
implementing mitigation - Consistent with other city planning processes (in
particular urban planning) hence, easier to
institutionalize. - A tool for engaging the stakeholders into the
risk reduction debate. - Learning and knowledge communication tool.
The DMMP provides an efficient mechanism for
shifting attention from response to preparedness
and mitigation
11DRMMP Istanbul Experience
- In 2001, EMI proposed the concept of DRMMP as a
framework for disaster management for the city.
This model has proven efficient in engaging
stakeholders in mitigation. - On 19 August 2003, central and local governments
adopted the elements of the master plan as a
framework for mitigation. The countrys
legislative bodies adopted the Master Plan as a
policy for the city. - The World Bank is currently structuring a program
to provide financing and technical support in the
implementation of the DRMMP - EMI wants to duplicate this model in other cities
12Program Schedule Phase 1
- Phase 1 of the program is starting on March 1,
2004, includes - 1. Current Practice Assessment
- Training Curriculum Development
- Technology Assessment
13Concluding Note
- Long term approach for sustainability
- Based on local needs and realities but grounded
in strong practice - Introduces the mechanisms for engaging local
institutions in mitigation - Global partnership
