Program Strategy
5-year program is built on three pilasters
  • Reinforcement of infrastructure built within
    the last 3 years through the Cluster Cities
    Project (EMI Coalition)
  • Systemic capacity development through trainings,
    institutional strengthening and advocacy (3cd
    Cross-Cutting Capacity Development Program)
  • Use of Information of technology as a mechanism
    for implementation of mitigation trough a
    Disaster Management Master Plan (DMMP)

Building the Infrastructure- Cluster Cities
Project (CCP)
The Cluster Cities Project is EMIs mechanism for
building a coalition of stakeholders around a
common agenda
Such infrastructure is required to develop a
common agenda between stakeholders. Mitigation
is a complex process a full understanding of the
constraints and objectives can drive the right
public policies.

Innovative Approach for implementation, which
involves close cooperation between public
officials, academicians, and funding organizations
  • EMIs cities and academic partners in developing
    countries are both the implementers and the
    beneficiaries of the program

Benefits of a Master Plan
  • Provides a systemic and rational process for
    implementing mitigation
  • Consistent with other city planning processes (in
    particular urban planning) hence, easier to
    institutionalize.
  • A tool for engaging the stakeholders into the
    risk reduction debate.
  • Learning and knowledge communication tool.

The DMMP provides an efficient mechanism for
shifting attention from response to preparedness
and mitigation

DRMMP Istanbul Experience
  • In 2001, EMI proposed the concept of DRMMP as a
    framework for disaster management for the city.
    This model has proven efficient in engaging
    stakeholders in mitigation.
  • On 19 August 2003, central and local governments
    adopted the elements of the master plan as a
    framework for mitigation. The countrys
    legislative bodies adopted the Master Plan as a
    policy for the city.
  • The World Bank is currently structuring a program
    to provide financing and technical support in the
    implementation of the DRMMP
  • EMI wants to duplicate this model in other cities
