Conservation Action Planning
12
Strategic actions
  • Predict where the estuarine shoreline is likely
    to be in 100 years.
  • Conserve and restore areas that will increase
in conservation value due to sea-level rise.
  • Restore hydrology to reduce saltwater intrusion
and to make those lands more resilient.
  • Plant salt-tolerant species in areas likely to
    be flooded.
  • Restore oyster reefs to absorb wave energy and
    buffer estuarine shorelines.

13
Strategic actions
  • Develop an ecosystem management program for the
    Albemarle-Pamlico system.
  • Incorporate expected climate change impacts in
    Farm Bill programs.
  • Adjust wetland mitigation and restoration
requirements to consider sea-level rise and
    climate change.
  • Encourage state and local governments to
address sea-level rise in land-use planning and
    zoning.
  • Modify government hazard maps, emergency and
disaster response plans and post-disaster actions.

14
Strategic actions
  • Limit post-disaster reconstruction in
    vulnerable areas.
  • Prevent development of newly emerged, accreted
    and artificially filled shore areas.
  • Ensure that newly submerged lands continue to
become part of the public trust.
  • Limit shoreline management to adaptive
strategies that allow movement prevent hard
    armoring.
  • Promote tax incentives for landowners to pursue
    conservation options that accommodate sea-level
    rise.
