Humanitarian CONOPs

• Mil requirements predominantly for security
  priority
• Security, road construction, sewage repair for
  hospital
• Food, health, shelter, water sanitation prov by
  UN humanitarian agencies and NGOs
• HA already in place, log pipeline operable
• Probable future task if flooding arises will be
  assistance in distribution by road and air from
  air and sea ports
• HA see themselves as the lead agency in this op

• Be prep to prov mil spt in spt of HA coord as a
  result of flooding in Selong province
• Be prep to prov engr spt for road construction in

CONOPS

• Selong HA assistance will be subsidiary to main
  security ops. Provision of secure environment
  will be primary requirement for HA acty
• Could be primary if FALD unable to prov
  capability IAW your priority need to advise your
  priority of requirements
• Dealing with Selong province could be good PR for
  remainder of TERPAN as it will show that Force is
  here for the benefit of the people of TERPAN

• Lack of fol capability in force structure
• Engr capability limited to Force capability no
  capacity to assist in HA as per their requirement
