How does the system work?
  • The state budget writes each year money to the
    Thermomodernisation Fund
  • The commercial banks are spending the Fund's
    money as the 25 bonus to the loans given to the
    investors
  • Loan can cover up to 80 of investment volume
  • The investor's obligation is to present the
    energy audit which confirms savings required by
    conditions set by law

Scope of the energy audit to be prepared by
the energy auditor
  • Assessment of the technical condition of heat
    source and heating and hot water preparation,
    calculation of the heat demand (in average
    climate conditions, recalculated to degree days),
    comparison with real heat consumption
  • Identification of measures leading to achive the
    minimum requirements of the Law heat resistance
    coefficient R, m2K/W gt 4,0 for walls, gt4,5 for
    roofs,
  • Calculation of loan repayment after deduction of
    grant during 10 years, and own equity
  • Confirmation of meeting the criteria of bonus

Conditions for total renovation of building
  • With only financing source buildings (HOA,
    cooperative) renovation fund
  • Renovation cost 200 - 400 /1 m2 12 000 24

  • By 1 /1m2/month the fund reaches 12 /1m2/year
    e.g. 720 /year for the apartment of 60 m2
  • The renovation period takes 15-30 years
  • Only way to speed up the process is to use the
    loan

Conditions and results
  • Renovation charge raised to 1,3 /m2/month e.g.
    2600 euro/month from HOA during 1 year before
    project
  • Calculated monthly rate of installment and
    interest to be repaid was 960 /month (during 10
    years)
  • Tenants have reduced the private income tax
    through renovation tax regulation
  • The heat comfort is better
  • The market value of the flat raised by 10
  • The heat cost reduced by 0,45 / m2 /month e.g.
    25 euro/month/apartment

    loans from Voivodship Funds for Environment

Targets of the scheme
  • The state support to thermorenovation measures is
    limited to approximately 3500 buildings yearly
    (1/y)
  • There is expectation that the promotion of the
    support to the thermorenovation of residential
    buildings will follow through
  • special loan offers of banks reduction of loan
    costs
  • extension of the loan volume up 100 of
    investment cost
  • participation of associations of suppliers of
    goods and services in awareness campaigns

Conclusions
  • Due to moving the residential buildings matter
    from the state level to municipal one, there is
    need to compensate this by development of
    instruments on state level
  • Municipalities, as former owner of dwellings and
    managers of the buildings should be interested in
    development of local long-term working
    instruments of support the EE refurbishment
  • For vulnerable families, there is still need to
    establish instruments of direct aid for
    maintanance of dwellings and participation in
    refurbishment cost, born by the condominiums
  • The issue of profits from EE measures should be
    subject of large scale awareness campaigns
    supported by the state and private sector
