Basic rule 1
  • Always inform others concerned with a finding of
    importance not just your own service!
  • In other words, pass on the kind of information
    you would like to receive yourself to protect
    your plant production

  • This goes for all - growers of plants, traders,
    and national authorities
  • Not that easy to achieve basic reason it might
    involve problems
  • We still have problems on national, EC and global
    levels achieving this goal!

Legal requirements on notifications
  • In Council Dir 2009/29/EC
  • Art 6.5 states that producers shall immediately
    notify the responsible official body any unusual
    occurrence of harmful organisms, symptoms or any
    other plant abnormality

  • Art 13c.8 states that the responsible official
    bodies inform the plant protection organisation
    of the third country of origin, or consignor
    third country, and the Commission of consignments
    intercepted, and the reason for it.
  • This information shall be given as soon as
    possible.

  • In Art 16.1 and 2 it is stated that MS shall
    immediately notify in writing the Commission and
    the MS of the presence of any harmful organisms
    listed in Annex IA Section I and Annex IIA
    Section I, or new appearance of those listed in
    Section II

  • When it comes to the potato production the
    notification of new cases of suspected or
    confirmed occurrences of outbreaks of quarantine
    organisms falls under Council Dir 2000/29 as well
    under the control directives for Brown Rot and
    Ring Rot.

  • For the new control directive for PCN and those
    for Brown Rot and Ring Rot MS shall yearly notify
    to the Commission and MS the results of the
    official surveys

  • In the case of confirmed outbreaks of Brown and
    Ring Rot MS shall beside the immediate
    notification to the Commission and MS also report
    on the results of their investigations in detail

  • For the new control directive for PCN, MS shall
    notify the Commission and MS about the details of
    the official control programme aiming at least at
    the suppression of the PCN

  • Another important requirement for notification to
    the Commission and MS in the new PCN Directive is
    on investigations of suspected breakdown of
    resistance in a resistant variety.
  • In this case the industry first shall report
    their suspicion to their responsible official
    body

  • A common requirement in the control directives
    for Wart and PCN is for MS to notify in writing
    to Commission and MS a list of all new varieties
    of potatoes which are resistant to these harmful
    organisms and the details on pathotypes and
    virulence groups

  • For the new PCN directive there is a possibility
    for MS in relation to their own production to
    adopt stricter measures to control PCN or to
    prevent them spreading as long they are in
    compliance with 2000/29. Those measures shall be
    notified to the Commission and MS.

  • In some cases Commission later invite experts on
    the issue to a meeting of a working group, e.g.
    Pine Wood Nematode, Brown Rot from Egypt,

  • Discussions may lead to legal texts as Commission
    Decisions PWN in Portugal, Citrus from Argentina
    and Brazil or, as for Brown Rot, to a new Control
    Directive decided by Council.
  • Very important questions are also brought to
    Councils Working Group on Harmful Organisms

  • In these cases, the process often starts with
    discussions between the Chief Officers of Plant
    Health, which meet twice a year as Council
    informal working group

  • Regarding the information on interceptions, the
    Commission established a database
  • Europhyt is a very useful tool for planning of
    inspection priorities and risk analyses
