Reduction in Force Status
  • We are out of RIF
  • We had 5 volunteers
  • 3 Senior Scientists
  • 2 Technical
  • We have made major changes in our administrative
    support taking advantage of sharing with General
    Sciences (cut 10/35 slots)
  • We hope to reduce our Division burden rate
    despite a significant reduction in the salary
    base
  • These reductions will have a significant impact
  • Recent changes in the status of (union)
    represented administrative personnel added
    significant complications to the RIF

Budget Outlook for FY06
  • Initial RIF goal was to reduce labor costs by 2M
    for FY06 after inflation to accommodate a
    reduction of 1.3M in the Presidents Budget and
    an expected additional cut of 0.6M
  • The reductions through RIF, planned departures of
    postdocs and graduate students and our
    organizational changes have accomplished this
    goal
  • In addition, for FY06 only, DOE-HEP has already
    provided additional funds in FY05 to support
    students in their final year and postdocs who are
    looking for jobs (650K)
  • We need to reduce labor by that amount for FY07
  • Significant changes in lab overheads are coming
    FY06 budgets will be in flux through September
  • We expect additional costs of 250K and they
    will hit fabrication projects

Long-term Budget Issues
  • Every indication is that FY07 will be a very bad
    year
  • In addition to overall reductions, Robin Staffin
    has indicated that he will take funds from base
    and compete them for new projects
  • As we will discuss later, this means we need to
    work to get funds for new programs
  • Our RIF has probably exhausted all short-term
    possibilities for significant staff reductions
    until 2010 or later.
  • We need to think hard about how we evolve our
    program

Program Changes
  • ATLAS Analysis Centres
  • Three centres were recommended as part of overall
    physics analysis report
  • We are moving to establish ours and organize a
    kickoff meeting on 21 October
  • Plan will include roles for UCSC and SLAC
  • This will increase space needs at LBNL

New Program Issues
  • Neutrinos (Daya Bay)
  • Presented to NuSAG (Staffin supports it)
  • CMB
  • Weiss Report supports polarization measurements
    (helps Polarbear?)
  • But the report is still not yet official
  • Supernova Cosmology and the DETF
  • We need to plan out program and compete
  • What role for baryon oscillations etc.?
  • SNAP Plan B
  • Issue arose at Business Plan presentation to
    Orbach
  • Need to formulate alternate launch plan

Future Planning and Division Retreat
  • The many future issues suggest the need for a
    planning retreat
  • We have scheduled a retreat for 19-20 October at
    the Clark Kerr Campus
  • One day for Particle Physics, one for Cosmology
    and Astrophysics
  • We need to deal with the fact that our base
    program will not fit within flat-flat budgets
  • We need to look to new funding opportunities and
    to developing new proposals
