Working Group is to promote interagency
coordination and processes that will improve
whole of government training, education,
exercises, and experiments. The objective is to
improve the realism and quality and realism of

Issue 07-001 Inadequate partner
representation/environmental emulation in
Combatant Command and Service training,
education, exercises, and experimentation
degrades the quality of these events. Discussion
DOD recognizes the value of non-DOD partner
participation in its exercises. Partner
participation provides authoritative and
realistic input and support to training events
however, satisfying participation requests is
hampered by both interagency capacity to support
and perceptions of shared objectives and value.
End State DOD events reflect current policy and
the complexity of integrated planning and
operations. POAM To enhance partner
