US Forest Service has created EFETAC to address
these threats (Eastern Forest Environmental
Threat Assessment Center)
  • to generate, integrate, and apply knowledge to
    predict, detect, and assess environmental threats
    to public and private forests of the east, and to
    deliver this knowledge to managers in ways that
    are timely, useful, and user friendly.

The new Eastern Forest Environmental Threat
Assessment Center (EFETAC) is located in
Asheville, North Carolina and is part of a
network of early warning activities established
by the Forest Service nationwide. EFETAC provides
science and technology for early detection and
assessment of environmental threats. This
includes insects and diseases, fire, drought,
hurricanes or ice so that managers can take
early, decisive action to stop or mitigate the
identified problem. The Center in Asheville, NC
serves the entire eastern United States and will
include all land ownerships. The program has an
emphasis on threats to hardwood forests, but will
also include threats to conifers. The program
includes a focus on modeling and remote sensing
and other early warning techniques. A key part
of this program is the delivery of this knowledge
to managers and the public in ways that are user
friendly and accessible. EFETAC partners with
other government agencies and institutions

Description of Threat
Contact
The gypsy moth, which came from France, is
considered one of the most important pests of
red and white oaks in the Northeast. It has
spread southward into Virginia and is continuing
to move south. Favored host species are oak,
apple, alder, basswood, birch, poplar, sweetgum,
willow, and hawthorn. Less favored are hickory,
maple, cherry, cottonwood, elm, blackgum, larch,
sassafras, and hornbean. Some mortality even
occurs in white pine. It causes widespread
defoliation, resulting in reduced growth, loss
of vigor, mortality, and reduces aesthetic,
recreational, and wildlife values. Gypsy moth
larvae can be a serious nuisance in urban and
recreation areas. Young larvae chew small holes
in leaves. Older larvae feed on leaf edges,
consuming entire leaves except for the larger
veins and the midribs. The entire tree is often
defoliated.

Comparative Risk Assessment Framework and Tool
(CRAFT)
CRAFT Version 2 is an advanced integrated risk
assessment tool for forest managers and experts
(CRAFT teams) looking to examine the effects of
threats to natural resources. CRAFT V2 is a
web-based system that provides a structured way
to identify and evaluate competing objectives and
models. Conceptual models and belief networks
are used to integrate data, outputs of ancillary
models, and personal knowledge. The results,
risks, and tradeoffs are calculated and preferred
alternatives are provided in printable reports to
help determine what decisions would have the most
influence to the threatened natural system.

CRAFT V2 is a user-friendly, easy to use tool and
provides one-stop-shopping of integrated data for
use in risk assessments.
