• Section VI of Public Law 105-135 on December 2,
  1997
• Provides for
• HUBZone Set-Asides
• Price Evaluation Preference in Full and Open
  Competition,
• Except when the low bid or best offer is a small
  business
• Sole Source Awards

HUBZone Program

• Division K, Subtitle E, Section 152(a) of the
  Consolidated Appropriations Act of 2005 aka
  Public Law 108-447
• Expansion of Qualified Areas to include base
  closure areas that has undergone final closure
  shall be treated as a HUBZone for a period of 5
  years

HUBZone Program

• Base Closure Area means lands within the external
  boundaries of a military installation that were
  closed through a privatization process
• Benefits of Section 152(a)
• Improve value of BRAC properties
• Lessen local opposition to the BRAC
• Improve economic viability of installations
  closed through BRAC process

HUBZone Program

• Section 152(b) expands HUBZone qualification
  based on unemployment to be a rate not less than
  140 of the average unemployment rate for the
  U.S. or for the State in which such county is
  located.

• Section 154 amends the Small Business Act (15
  U.S.C. 657a(d)) by striking 2001 through 2003
  and inserting 2004 through 2006
