2Scorecard Goals Approach
- The goal of the Project Scorecard is to provide a
snapshot of the performance of each project
across key performance metrics - The Project Scorecard summarizes the performance
of the project, not the Project Owner or the base - Rating levels provide a snap-shot of performance
- Trends demonstrate movement over two consecutive
quarters - A level may change without a corresponding trend
- Ex If actual operating expenses decrease from
108.0 of pro forma to 103.5 of pro forma, in
one quarter, the budget rating would be upgraded
to Blue (Exceptional), but would not have a
change in trend (since the increase was only over
one quarter) - A trend may change though the metric may remain
constant - Ex If occupancy increases from 9.0 below pro
forma to 6.0 below pro forma, over two quarters,
it would still be rated Yellow (Marginal), but
would have a positive trend - Project rating levels are are objectively based
with further insight into each rating provided
within each report - The Performance Rating Metric Criteria on the
next page represent GUIDELINES for setting the
rating level. The rating level may deviate from
the guidelines but deviations must be supported
with narrative.

Project Performance Rating Projects are
assigned ratings from Blue to Red based upon
their overall performance. NR means not rated
either due to inadequate or no reportable
activity.
