Highlights of 2008 Changes
February 2008
  • Accommodations Manual
  • Contains information about accommodations for
    TAKS, TAKS (Accommodated), and TAKS-M
  • Beginning in 2008, information about
accommodations will be collected on the answer
    documents
  • Accommodations will be categorized in four ways
    Presentation (P), Response (R), Setting (S),
    Timing and Scheduling (T)
  • An Accommodations Request Form (ARF) should be
used to request specific accommodations that are
not listed in this manual or for those that
require submission and approval of a request
  • An ARF should contain objective evidence about
why the student needs the accommodation
  • All accommodations must be routinely used in the
classroom and documented in the IEP/IAP for
students served by special education/504 services

Strategies vs. Accommodations
February 2008
Question  All my third grade students get a
place marker so do I mark this on the answer
document?   Answer    Yes.  All students who
receive an accommodation must have this
information recorded on the scorable document.
This includes the use of place markers.  This is
considered an accommodation and as such should
only be used by students who require this
assistance.  Entire classes should not use place
markers as this would constitute a strategy, not
an accommodation, for students with a specific
need/disability.  Although it is expected that
more students at the lower grades would have
difficulty with tracking, all students would not.

Accommodation Request Forms
February 2008
  • Have you received your ARFS back for the March
    test administration?
  • Approvals? Denied?
  • ARFS for April Administration.
  • Small Group/Individual administration Do I code
    it on the answer sheet?

Dyslexia Accommodations
February 2008
  • What are the characteristics of dyslexia?
  • Having severe difficulty reading words in
    isolation
  • Lacking word-identification skills

Dyslexia Accommodations
February 2008
  • What are the allowable accommodations?
  • Orally reading all proper nouns associated with
each passage before students begin individual
    reading
  • Orally reading all questions and answer choices
    to students
  • Extending the testing time over a two-day period

  • What tests can be administered using these
    accommodations?
  • Grades 36 TAKS reading tests in English and
Spanish, including all three SSI administrations
    at Grades 3 and 5
  • Grades 7 and 8 TAKS reading tests, including all
three SSI administrations at Grade 8

Remember Students in all these eligibility
groups must routinely receive accommodations in
classroom instruction and testing that address
the difficulties they have reading words in
isolation.

Dyslexia Accommodations
February 2008
  • Some important reminders
  • The test administrator MUST administer the
reading test using all three accommodations as a
    bundled package.
  • Campuses should plan for students taking TAKS
reading with the bundled accommodations to be
tested individually or in small groups.

Dyslexia Accommodations
February 2008
  • Some important reminders
  • Both students and the test administrator MUST use
Form 1. (This has been the most pervasive test
administration problem the past two years.)
  • A copy of the proper nouns list applicable to
each grade/language must be distributed to each
student and the test administrator. Copies of
these lists must be made using the blackline
masters provided in each campus box.

February 2008
  • Some important reminders
  • Each question and set of answer choices may be
read as many times as necessary but cannot be
    rephrased.
  • The test administrator must keep his/her voice
inflection neutral during the reading of test
    questions and answer choices.

  • Some important reminders
  • The test administrator will give the test over a
two-day period and will be provided with explicit
information about where to stop on Day 1 and
where to begin on Day 2.
  • The test administrator must indicate that the
student has received a dyslexia test
administration by marking the DB bubble in the
accommodations column on the front of the TAKS
    answer document.

February 2008
  • Some important reminders
  • There are separate test administrator
instructions and proper-nouns lists for TAKS and
TAKS (Accommodated) for the March administrations
of reading at each SSI grade, as specified on
pages 36, 53, and 167 of the coordinator manual,
due to the inclusion of a field-test passage on
    TAKS.
  • There is only one set of test administrator
instructions and proper-nouns lists for TAKS and
TAKS (Accommodated) for the SSI reading retests
    in April and July.

TAKS-Alternate (TAKS-Alt)
February 2008
  • Assessment designed for students with
    significant cognitive disabilities
  • TAKS-Alt is not a traditional paper-and-pencil
    or multiple-choice test.
  • TAKS-Alt involves teachers observing students
    as they complete teacher-designed activities
that link to the grade-level TEKS curriculum
    through essence statements.

Key Understanding about LAT
February 2008
  • LAT affects
  • grades 3?8 and 10 only
  • math, science, and reading/ELA only
  • only ELLs who are LEP-exempt under state law

Office of Research Evaluation/HCISD
Instructional Division
84
Eligibility Differences
February 2008
  • Eligibility criteria for math/science vs.
    reading/ELA differ somewhat.
  • LAT math and science
  • Given to all LEP-exempt students whether it is
their 1st, 2nd, or 3rd school year in the U.S.
  • LAT reading and ELA
  • Given to 2nd and 3rd year LEP-exempt immigrants
  • NOT given to 1st year LEP-exempt immigrants

What about LEP-exempt recent immigrants served by
special education?
February 2008
  • These students will take
  • LAT administrations of TAKS, which include LAT
    administrations of TAKS (Accommodated)
  • LAT administrations of TAKSM
  • This group of students is very small. Few
students served by special education are recent
    immigrants.

What about LAT and TAKSAlt?
February 2008
  • There are no LEP exemptions from TAKSAlt.
    Therefore, there is no LAT.
  • LEP exemptions from TAKSAlt are not necessary,
even for recent immigrant students with highly
limited English skills. Students taking TAKSAlt
may be assessed in a linguistically appropriate
manner through activities that may or may not be
    language dependent.

What about LAT and TAKS (Accommodated)?
February 2008
  • LEP-exempt recent immigrants served by special
education will take the LAT form of TAKS if TAKS
(Accommodated) is the appropriate test form.
  • Important These students MUST NOT take the TAKS
    (Accommodated) form.
  • The format accommodations on the TAKS
(Accommodated) form are used on the LAT form of
    TAKS.
  • Students taking the LAT form of TAKS will receive
    their prescribed LAT accommodations and
    accommodations allowable with TAKS (Accommodated).

TAKSM Exception
February 2008
  • The 2-day LAT administration of TAKSM
reading/ELA is optional. The LPAC and ARD
committee should decide in advance whether the
student should complete the test in 1 or 2 days.
  • An Accommodation Request Form is not required if
the LAT administration of TAKSM reading/ELA is
    given over 2 days.

TAKSM Exceptions
February 2008
  • Linguistic simplification is allowed, but
    linguistic simplification guides are not
    available. Test administrators will follow
    guidelines to make appropriate linguistic
    simplifications.
  • Spanish versions of TAKSM are not available.
  • Accordingly, Spanish LAT versions are not
available, nor is the accommodation of using
English and Spanish tests side by side.

Submitting March Answer Documents for TAKS
February 2008
  • For Gr. 3, 5, 8, and 10 reading/ELA, students
take LAT administrations of TAKS in April rather
than March. This gives them additional time to
    learn English.
  • Important The L score code must be marked on
the answer documents of these students in March
    to indicate they are LEP-exempt.
  • Based on this information, precoded materials are
provided for these students for the April LAT
    administration.
  • For other LAT grades, precoded materials are
    generated through the normal process.

LAT Test Booklets
February 2008
  • LAT test booklets are separate, different forms
of TAKS. The test booklets say LAT on the
cover. There is one form of each test.
  • TAKS (Accommodated) candidates must use the LAT
form, not the TAKS (Accommodated) form, if they
    are LEP-exempt.
  • LAT tests cannot be interchanged with TAKS tests
    to resolve booklet shortages.
  • For TAKSM the regular booklet is used. LAT
does not appear on the cover.

Large Print and Braille
February 2008
  • Large-print LAT booklets are available for TAKS
    and TAKSM.
  • Braille versions are available for LAT
administrations of TAKSM but not TAKS.

Answer Documents
February 2008
  • LAT testers for whom TAKS is appropriate,
including TAKS (Accommodated), use the TAKS
    answer document.
  • LAT testers for whom TAKSM is appropriate use
    the TAKSM answer document.

Exception There is a separate LAT answer
document for LAT grade 10 TAKS ELA.

101
Answer Documents
February 2008
  • As always, the L (LEP-exempt) score code and
LAT information MUST be completed to indicate a
    LAT administration.
  • The LAT information fields are somewhat different
    this year.
  • The TAKS answer document has a new LAT Form area
indicating whether a Spanish or English LAT form
    was used.
  • LAT accommodations will be collected for each LAT
    subject.

LAT Test Administrator Manuals
February 2008
  • There is one LAT test administrator manual that
encompasses all LAT administrations, with the
    exception of TAKSM.
  • Exception For LAT administrations of TAKSM,
test administrators will use the TAKSM test
    administrator manual, which contains LAT
    information in an appendix.

Secure Linguistic Simplification Guides (LSGs)
February 2008
  • These are produced for LAT administrations of
TAKS math and science. The guides are printed by
grade and subject. The guides are not available
    for TAKSM.
  • There are no guides for reading/ELA.
  • The guides may be viewed only during the test
    administration.

Example Test Questions to Use in LAT Training
February 2008
  • The LAT test administrator manual contains
example test questions to use in LAT test
    administrator training for TAKS.
  • Example test questions for TAKSM are included in
the LAT appendix of the TAKSM test administrator
    manual.
  • The example test questions illustrate ways to
    apply LAT accommodations appropriately during
    testing.

Planning for LAT Administrations
  • Planning for LAT involves
  • determining and documenting accommodations
  • determining the need for individual vs.
    small group LAT administrations
  • identifying and training appropriate LAT
    test administrators
  • identifying test locations

Office of Research Evaluation/HCISD

LAT Administration Directions for TAKS
  • The LAT administration directions read aloud to
students on the day of testing are worded more
    simply than TAKS directions.
  • For all grades, LAT administration directions are
    provided in English and Spanish.
  • As with TELPAS reading tests, LAT test
administrators may further simplify directions as
    needed.

Office of Research Evaluation/HCISD
Instructional Division
109
LAT Administration Directions
  • LAT tests are shorter than TAKS tests because
there are no embedded field-test items.
  • Because TAKS answer documents are used for LAT
administrations in grades 48 and 10 (grade 10
ELA excluded), students will not use all the
    spaces on their answer document.

Office of Research Evaluation/HCISD
Instructional Division
110
LAT Administration Directions
To address this situation, the administration
directions instruct test administrators to say,
for example
Stop when you get to the last page of your
booklet. Your last test question is NUMBER 43.
This is where your test ends. You will not use
all the circles on your answer document.
Number varies by grade and subject

Returning Materials
February 2008
  • LAT materials are shipped back with regular TAKS
    materials.
  • With the exception of Gr. 10 ELA LAT, answer
documents for LAT do not need to be submitted
    under separate headers.
  • For Gr. 10 ELA LAT, a separate header and
separate ADPL are needed to expedite processing
because of the short timeline for scoring the
    written composition and open-ended reading
    questions.

Key Changes
February 2008
  • A new learning management system (LMS) is being
    implemented.
  • This years online refresher training courses
(what the vast majority of raters will take) have
been streamlined to include ONLY rating practice
activities. There is no built-in review of
training content, which makes the training
    shorter.
  • All online courses contain enhanced listening and
speaking components, including student videos for
    teachers to practice rating.
