In-Line Inspection Results 2001 - 2005
  • ILI Summary
  • 403 Segments completed
  • 14,907 miles inspected, 10,573 1st time miles
  • 6200 anomalies remediated (20012005 ILI)
  • 2006 ILI 92 segments, 3992 miles
  • 1st time ILI 54 segments, 2270 miles
  • ILI Vendor providing in-house support

4
ILI Process
  • Cleaning/Gauging pigs to confirm piggability
  • Multi-channel caliper or deformation tools
  • High resolution MFL
  • Combination caliper/MFL tool
  • Post run confirmation of good data Approved by
    El Paso
  • Vendor reports received within 60 days
  • ASME B31G modified, 1 clustering

5
ILI Review Process
  • Typically notified by e-mail of estimated
    delivery date
  • Some inspection segments are critical resulting
in a more highly anticipated report receipt.
This can be due to line availability, customer
    concerns, seasonal considerations, line history,
previous ILI results and/or expected findings

6
ILI Review Process
  • Initial Response Memo (Immediate / 1-Year
    Condition Indications)
  • Purpose is to provide an accounting of actionable
anomalies that meet Immediate and 1-Year
    condition criteria per EP Policy
  • Final Response Memo (Scheduled Condition
    Indications)
  • Purpose is to provide an accounting of actionable
anomalies that meet Scheduled condition criteria
    per EP Policy

7
ILI Response Memo Initial
  • Target completion within 5 business days of
    receipt
  • Identify HCAs
  • Immediate Anomalies
  • FPR lt 1.1 MAOP
  • Dent w/ metal loss in HCA
  • Other significant anomaly (gt 80 depth, GMA)
  • GMA Geometric Magnetic Anomaly

8
ILI Response Memo Initial
  • 1-Year Condition Anomaly
  • Dent gt 6 in HCA and upper 2/3 of pipe
  • Dent gt 2 in HCA and associated with girth weld
    or long seam
  • Discovery of Condition Date
  • Pressure Restriction, if required
  • Brief discussion of results with respect to
    Immediate and 1-Year indications

9
ILI Data Review - Initial
  • Verify basic pipe data (OD, wt, SMYS, MAOP, seam
    type)
  • First look is at the tabular data
  • Sort by Pfail. Identify anomalies PFR lt 1.1
  • Sort by depth. Identify anomalies gt80 depth
  • Review all dents. Pay particular attention to
dents over 6, dents w/ metal loss and those
    associated with welds

10
ILI Data Review - HCAs
  • HCA must be identified and limits noted on vendor
    data
  • Pull current HCA data for ILI segment
  • Merge HCA data into vendor pipe listing
  • Identify appropriate reference for HCA (Valve,
    tap, tee or AGM)
  • Calculate wheel count of HCA limits
  • Review data within HCA limits (and buffer) in
    more detail

11
ILI Data Review Additional Considerations
  • Leak/Failure history of inspection segment
  • Seam type (pre-1970 ERW)
  • Class location/HCA
  • Proximity to highways, roads, railroads, parks,
    schools, etc.
  • Almost Immediate anomalies (ie. 78, PFR just
    above 1.10, etc.)

12
PHMSA Lessons Learned Initial Response
  • During recent PHMSA audit, it was requested that
El Paso provide documentation on a number of
items relating to the Initial Response including
  • Transmittal letter indicating when report was
    received from the vendor
  • Documentation of reference pressure used to
    calculate pressure restriction
  • Documentation indicating the date and time when
    pressure restriction was enacted

13
ILI Data Review - Detailed
  • A comprehensive review and analysis is conducted
prior to distribution of the Final Response Memo
summarizing the ILI segment and the resulting
    inspections
  • Target completion of this review and memo is
30-60 days. In many segments which are more
complicated, 60-90 days is more realistic a
    timeline

14
ILI Data Review Detailed
  • Review Feature List
  • Sort by depth
  • Sort by PFR (Pressure Failure Ratio)
  • Review all dents not meeting Immediate or 1-Year
    criteria
  • Other indications including
  • Anomalies associated with girth weld, long seam
  • Anomalies associated with wrinkle bends
  • Metal Loss in casings
  • Area of internal indications
  • GMAs with metal loss
  • GMAs associated with girth weld, long seam

15
ILI Data Review Detailed
  • Additional passes through data to focus on
    specific items may be beneficial
  • Casings
  • Wrinkle Bends
  • Internal Defects
  • All HCAs

16
ILI Data Review Detailed
  • Review graphical representation of data
  • Look at flagged indications
  • Discuss findings with Division Engineers
  • Division Engineers apply local knowledge, line
history, Area Operations input, prior inspection
results, etc. to assist in categorization
(Scheduled, Further Assessment, Do Not Inspect,
    etc)

17
ILI Data Review Detailed
  • Correlate encroachment data with log data
  • Run a query on El Paso ISAT database to pull
    encroachments within HCAs.
  • Encroachments within HCA in ILI segment are
merged using same process as that determining HCA
limits (Using same reference as used for HCA)
  • Re-sort data by wheel count to place in proper
    order

18
ILI Data Review Final Response
  • Final Response Memo is drafted detailing the
Scheduled Inspections by station and wheel count
  • Discussion of vendor findings and review of data
is included. This would include recommendations
for additional measures such as leak tests,
casing inspections and other areas of concern
that dont specifically meet the Scheduled
    Inspection criteria
  • Report distribution is same as previous memo and
includes a copy of the Pipe Listing

19
Recordkeeping
  • Electronic copies of the vendors report, Initial
and Final memos and the Feature List are kept on
    a shared drive
  • ILI spreadsheet detailing all the current years
segments and current status is kept. This
spreadsheet is used to track some data needed for
    OPS and INGAA reporting
  • Vendor reports are typically received in CD or
DVD format with paper reports kept to a minimum

20
Future Developments
  • Develop Unity Plot of Predicted vs. Actual data,
    then compare by
  • Vendor
  • Diameter
  • Tool type (conventional, high-res, combo)
  • Internal, External, Deformation
