- The goal is to scale up the national response to
OVC/MVC, building on previous and existing
experiences to reach more children, with more
services over a longer period of time consistently

5 Strategic Objectives
5Objective A
- Strengthened Coordination, Supervision and
Management of Service Provision for MVC - Enhance Information and Communication among
Ministries and Agencies by the use of Information
Communication Technology (ICT). - Strengthening the MAC at the District, Ward and
Village level to function as District OVC
Coordination Committee - Organise training sessions for the OVC
subcommittees at District, ward and Village
levels
6Objective B Developed and/or Reviewed Policies
to Incorporate MVC Issues
- Accomplish the task of reviewing the National
Child Development Policy and the Youth Policy
Dev. Of Social Welfare and Family Development
Policies - Reviewing of the existing relevant policies and
strategies and identifying gaps with regard to
the care, support and protection of MVC through a
consultative process (the education policy, The
Health Policy, Community Development Policy, etc.

Care, Support and Protection of MVC
- Strengthening the legal framework in dealing with
children and enforcement of Laws and Regulations
to care, support and protect MVC by - review of relevant Laws and Acts to the best
interest of children and in particular MVC access
to community justice and paralegal services at
the community and village levels - Educate Communities on the Rights of Children and
in Particular MVC

proper nutrition

activities e.g. on identification of activities
suitable to the local environment that MVC can

- Identification of pre-school going age MVC by
community, ward, and district - Pay for MVC preschool fees in areas with private
pre-school facilities
21Primary Education
- Identification of primary school going age MVC
by community, ward, and district - Pay for MVC primary school fees in areas with
private primary school facilities - Pay for the education expenses (Stationery,
uniforms, other specific requirements by the
school
22Secondary Education
- Increase the number of MVC support for secondary
education by the Government through the ministry
of education - Increase the number of MVC support for secondary
education through the Local government funds - Mobilize communities through the MVC committees
to support some of the MVC from their communities
for secondary education
23Vocational Training Technical Education
- Identification of MVC who are eligible for
vocational training and apprenticeship - Identification of relevant vocational training
centers within the district, community and or
neighboring communities - Identification of firms/institutions willing to
take MVC for apprenticeships

Provide the MVC with upkeep allowances - Organize the MVC which have complete vocational
