2The Response Begins
3New York City Response
The Mayor declares a State of
Emergency NYC-OEM activates the Citys EOC NYPD
mobilizes 40,000 Police Officers FDNY recalls
8,000 Firefighters and 2500 Para Medics and
EMTs The Mayor directs all uniform and essential
City employees to their Duty Stations for
deployment. All hospitals are notified to
activate mass causality plans. All bridges,
tunnels and airports are closed. All truck access
into NYC are closed Subway system is stopped All
construction vendors and trades are mobilized
4The Initial Realities
The collapse of the WTC buried and killed unknown
thousands Hundreds of first responders were
missing. 91 pieces of fire apparatus were
inoperable or destroyed 20 specialized police
vehicles were destroyed Uncontrolled fire is
burning at site of WTC Secondary response was
hampered by debris, walking wounded, limited
visibility and no communications. Most radio
communications were not functioning Hard line
telephones cables were destroyed. Cellular
communications were saturated NYC-EOC at 7 WTC
was destroyed as well as the ASOG NYPD HQ was
without telephone communications. 911 were forced
to hand write emergency calls There was not
electricity south of Canal Street Water pressure
is extremely low south of Canal Street
5New York States Response
Governor Pataki declares a State of Emergency and
activates the States Emergency Plan The Governor
requests federal assistance NYS open the State
EOC 1000 law enforcement and 1500 National Guard
are deployed to New York City All secure state
facilities are prepared for emergency personnel
and materials All public works personnel and
machinery in the southern part of the state are
deployed to New York City The Governor requests
and receives the NPS
6New York State Response
- Governor activates State Fire Mobilization Mutual
Aid - Staging areas established at Steward Air National
Guard Base, Shea Stadium, and Randalls Island - NYSNG / CST is deployed to New York City
- NYS requests mutual aid from surrounding states
- Security measures are implemented to protect
critical infrastructures and New York City
Reservoir System.
7The Federal Response
- The President issues a declaration for a major
disaster in - New York State
- The President activates the Presidential Response
Plan - Directs FEMA to provide NYS with all necessary
federal support with 100 funding

- FEMA R2 activates Emergency Support Functions
(ESFs) - R2 deploys Emergency Response Team-Advance
(ERT-A) to State and City location - FEMA HQ activates Emergency Support Team (EST)
- R2 deploys to Interim Operation Facility (IOF)
- FEMA R1 supports R2 until IOF is established
- R2 Regional Operations Center (ROC) and ERT-A
collocate with NYS - and NYC on Pier 90 and 92 in NYC
- FEMA provides secure communications for Federal,
State and City government agencies
