economically in the medium term

- relative low throughput of the last decade,
- lack of income,
- limited modernisation and maintenance, programme
infrastructure, equipment and systems, - outdated and less efficient and reliable port and
terminal facilities jeopardises attractiveness of
ports and IWT operations.

- working methods and customer oriented port
operating companies, - working in a sound institutional framework in a
public-private partnership, - only Luka is considered, other facilities (grain,
sand, oil, etc.) in other hands.

34Project 3 Port Development Financial analysis
- Required investments have been divided based on
the Port Landlord Model - the public sector is responsible for the required
investments in and the annual maintenance of the
port basic infrastructure (quay walls, dredging,
rail and road connections), - and
- the private sector for the investments and annual
operational costs related to the port operations
(handling equipment, storage areas,
superstructures and information systems).
