- A system that helps Emergency Operations Centers
share information using free, secure software. - Part of the President's Disaster Management E-gov
Initiative. - Sponsored by FEMA
- Development funded as a joint effort by a variety
offederal agencies - Built and maintained by Battelle Memorial
Institute (20th largest Federal Contractor) - Piloted in CT by DEMHS and CREPC

4So far in CT, more than 90 Cities, Towns, and
Agencies in CT have received DMIS software
5What is a COG ?
- COGs are Collaborative Operations Groups. These
are defined groups of DMIS users who can to
collaborate during an event. - A City COG can include city departments.
- A Regional COG can include representatives from
responder agencies in that region. - A State COG, can include any of the above.

- Introduced to the Capital Region Emergency
Planning Committee by Paul Benyeda of Manchester
EM 5 days before drill - Quick learning curve - installed on PCs at the
CREPC RCC and Hartford Hospital HEOC - Functioned EXTREMELY well, and allowed
continuous, secure contact
7Secure messaging
- Real-time Chat available between any parties
using DMIS. (From local FD to CT EOC to Federal
DHS) - Chat logs can be saved to document discussions.
- Email-like internal messaging supports file
attachments

9Collaborative Mapping
- Shared access to GIS maps, plus individualized
overlays for marking up site information - Support for some ESRI Shape files
- Can use many other web-based Geographic
Information Systems resources, (such as those
planned by CT GIS Consortium), that are built to
the OpenGIS international WMS standard.

Cities and Towns
DMIS Coordinators At least two per Area, and
one is always a DEMHS Area Representative
- Emergency Manager from City or Town goes to CT
Registration web site at http//www.cemaonline.org
/DMIS/dmisCT.htm - The EM enters his contact information, and
defines up to five generic user names for town
responders (FD, PD, EMS, PH, EOC, etc.). - The information is transmitted to the DMIS
Coordinators for that region for review. - If approved for access and not a duplicate, a
DMIS Coordinator creates the usernames and sends
the login information back to the Applicant. - If the Applicant also needs the DMIS software, a
link and password for the download site is
included. - The Applicant or his IT Dept. installs the
software on the PCs that are used during an
incident.

DMIS access at their stations. Must apply for
DMIS use in other locations. - Authorized Emergency Response representative from
that agency goes to CT Registration web site at
http//www.cemaonline.org/DMIS/dmisCT.htm

Coordinators at DEMHS for review. - If approved for access and not a duplicate, the

- Two 2-day classes have already been taught by
Vendor staff at the Armory - Two half day sessions taught in Area 1 by DEMHS
Trainers - Sessions planned at Camp Rell and other
locations prior to TOPOFF 3 - Virtual Tabletops where users can participate
without traveling - All training material available from Vendors web
site

- Immediate Objective is readiness for TOPOFF 3.
- Invitations to request DMIS User Names and
software will be sent first to - Prior DMIS class attendees
